ation. His analysis is divided into three parts. The first focuses on the diplomatic process of formulation in the context of a "new international information order." The second reviews the international law applicable to the field of journalism and mass communication. The third covers the social ethics and philosophical foundation of mass communication. There are 27 appendixes. The first gives the text of the Declaration; Appendix 2 through 27 give the text of previous statements, reports, draft declarations, letters, etc. that led up to it." "Communications between the Church and UNESCO first developed from a Paris Coordinating Office which began in 1947 with Mgr. Roncalli, later Pope John XXIII. When, in 1952, a Permanent Observer of the Holy See with diplomatic statuswas appointed (the first observer also being Mgr. Roncalli), the Coo

rdinating Office was retained as an Information Centre with an ecclesiastical advisor in the service ofthe International Catholic Organisations. Communication between the Church and UNESCOtakes different routes. - There is the presence ofthe observer from the Holy See; there are delegations and experts; personal contacts and contacts through Embassies, as far as the Vatican is concemed. In addition to the official relations of International Catholic Organisations with consultative status there are also contacts with the Catholic Coordinating Office through their publications, through participation of Catholics in National UNESCO Commissions, membership in UNESCO Clubs, etc. There ist also a considerable range ofjoint interest between the Church and this World Organisation, especially where these interests and concerns differ and where, on account of the spiritual dimension of the Church, some tension may be experienced. It is regretted that there is a Iack of interest and appreciation for the work of UNESCO by Catholics, who, according to Vatican II, should be more committed to activities in the secular world." "This programme is intended to promote world-wide action in favour of books and reading. It responds to the decision taken unanimously by Unesco 's Member States at their seventeenth General Conference to maintain the impetus created by International Book Year 1972. our themes approved for International Book Year and n ow reaffirmed as long-term objectives. The themes deal, first of all, with the content of books and their use in the service of education and peace. They turn next to the role of the author and translator, then to the publisher and distributor. Finally, they cover encouragement of the reading habit, which is the ultimate goal. For each theme, national, regional and international measures are listed. The list is not, nor is it intended to be, exhaustive. Rather, the suggestions it contains are designed to stimulate further initiatives. These suggestions are based on the programme of International Book Year, together with reports from Member States and international organizations on action taken." (Preface)

"One of the significant approaches to the problem of reducing international tensions and thus liberating forces for economic and social development has been the phenomenal increase in recent years in international exchanges. These have been defined in the Unesco Handbook of International Exchanges a

s "the movement of persons, materials and information across frontiers in such a way as to communicate ideas and knowledge by word or image". The notion of exchange, it goes on, 'împlies some degree of reciprocity, in the sense that there are two or more partners in the process and that they have a more or less mutual effect on each other, but it does not necessarily imply an exact head-to-head accounting of persons sent and received". The magnitude of exchange activity is also indicated in this publication which provides information on the activities of 295 international organizations and over 4, 750 governmental and non-governmental agencies and institutions. It also lists no fewer than 4, 600 bilateral and multilateral agreements. While these agreements are primarily the concern of the nations themselves, Unesco and other international organizations can make an important contribution to the developing strategy for surmounting the obstacles to international understanding and co-operation. The present publication attempts to describe both the needs and the difficulties in the development of cultural co-operation as well as Unesco's efforts in this field." (Introduction)
