In terms of report structure, section 1 sets out the background and scope, focusing on key assumptions used and key stakeholders involved. Section 2 looks at the study approach with a specific emphasis on research methodology and scenarios on cost analysis while section 3 analyses the capex and opex for mobile network operators, infrastructure companies, Internet service providers and satellite network operators. Section 4 considers the regulatory framework, especially the key policy instruments affecting the cost of doing business. Section 5 presents recommendations, and the overall conclusions.
The information presented here, builds on and complements the ongoing work of ITU on connectivity and infrastructure mapping and analysis. This technical study has a significant link to universal connectivity as ICT infrastructure remains key to bringing everyone online by 2030. This work will therefore help to shape infrastructure strategies to bring meaningful connectivity to the underserved or unconnected communities.
The study shows clearly that lower capital and operating costs can be achieved by creating a conducive regulatory framework of laws, policies, guidelines and an enabling environment in Nigeria and shows how the development of telecommunications is largely driven by elements such as the costs associated with infrastructure sharing, taxation, electricity availability, ands right of way charges." [.] Over the past decade, countries have taken different approaches to universal access and service funding. Ongoing, and in some cases worsened, socio-economic conditions have meant bridging the digital divide is more difficult – the Covid-19 pandemic, systemic poverty and global political uncertainty have all taken a toll.
By the end of 2023, of the 14 CRASA Member States, all part of the Southern African Development Community known as “SADC”, 11 had reported having operational access and service funds. In these countries, laws have been passed establishing funds and setting out specific mandates, the scope of funding, eligible beneficiaries and the governance frameworks for fund operations. The toolkit has been updated to reflect ICT sector changes, such as the evolution of universal access and service, and a wider scope of universal access funding that now covers not only connectivity but also adoption, innovation, and inclusivity. The revised SADC toolkit also addresses the different institutional and legal setups across CRASA Member States and the diverse roles and responsibilities of fund managers. The conceptual framework developed in this study adopts a "periphery-centric" approach, aligning with the user-centric approach, as it examines from the perspective of marginalized communities how they perceive, understand, and utilize digital technology by generating new forms of innovation that have real impacts on their community, such as tailored applications for public services and local internet infrastructure to reach remote areas. The approach poses the problem and strategic dimension of the issue and puts forward the ownership and locality of these innovations to overcome digital inequality. mates the effects of socioeconomic resources on these technologies’ (non-)use across urban, resident but previously urban, resident but previously rural, and rural hukou household registrations in China. Educational attainment is associated with higher odds of use among rural hukou, but the size of this effect is nearly double compared to urban hukou. Additionally, being female increases the odds of use among urban and resident but previously urban hukou, and lowers the odds of use in rural hukou, but which are attenuated by the mediating effects of education. The results give credence to education as a direct and indirect mechanism for digital skills development, especially for rural households. Individuals proximal to rural living conditions have fewer opportunities to learn about digital technology, resulting in greater dependency on education as a rare source of skills training. Simultaneously, education indirectly creates opportunities for women to learn digital skills by improving chances for higher-status job participation that require information management skills, especially in rural regions where traditional cultural norms constrain opportunities for upward mobility. Ultimately, digital technology non-use is traced not to lack of interest, but to lack of skills development opportunities among the socioeconomically disadvantaged." (Abstract)

’ everyday lives and agency. We adopt the perspective of people who find the use of digital services difficult and examine the hurdles they face when attempting access. Our data consists of semi-structured interviews with migrant women (N = 22) living in Finland, where most essential services are digitalized. The study highlights the societal boundedness of the participants’ agency, which we maintain is a key dynamic of inequality. We classify digital services in four categories, interactive communication services; information, media, and entertainment services; private customer services, and public health and social welfare services. The first two are voluntary digital services that did not create insurmountable barriers for the participants, but enabled them to conduct action they valued. By contrast, essential private and public services require mastering more complicated service technologies, a foreign language, and complex contents. Our results highlight how diversity-blind essential digital services produce and reinforce inequalities. Our analysis emphasizes the need for researchers to consider the coercive dimensions of digitalization." (Abstract)
