"Turkey has made important reforms over the past decade and the military’s influence on the media is now much less. Genuine progress has been made but a legislative straitjacket continues to stifle journalists. Reporting of some topics is still routinely punished by the courts. Journalists are arrested and tried for doing their job or expressing an opinion, their documents seized and their sources tracked down. This is especially happening in the present fierce struggle for control of all state institutions." (Conclusions, page 18)
