"The remainder of this guidance note is structured by five intuitive questions answering what inception reports are, what their benefits are, and when and how should they be written. Annex 1 provides an outline and checklist of the recommended sections for Fund Evaluation Inception Reports, and Annex 2 provides an illustrative evaluation matrix to be included in Fund evaluation inception reports." "An evaluation inception report is a document used to plan an evaluation or assessment of or for a project, programme, or other Fund intervention. It is used to demonstrate a clear understanding and realistic plan of work for the evaluation, checking that the evaluation plan is in agreement with the TOR, or if changes are proposed, that they are in agreement with the evaluation commissioners and other stakeholders."
