"Democracy depends on a free press, independent TV and radio stations and controversy-rich online communication. Governments must therefore not only accept, but indeed facilitate independent journalism. Development agencies, moreover, can support the media in relevant ways. Donor institutions are diversifying their programmes in this field and moving beyond merely training journalists. There is always room for improvement: these days, special attention is being paid to the internet – including blogs, social media and e-learning." (Page 11)
