"Public-interest media across Latin America and the Caribbean are resilient and innovative, yet the enabling environment remains fragile. As this study has shown, none of the six OECD principles is fully met, with the sharpest gaps in funding (short-term, projectized support), donor coordination, and alignment with local priorities, especially for those working with community, indigenous, island-based, and hyperlocal actors facing political pressures, environmental threats, and recent shocks such as the cancellation of USAID funding. Regional strengths include collaborative networks, South–South learning, and a strong culture of applied research, but these are constrained by safety threats, stigmatization of foreign funding, and limited access to flexible resources. Progress will depend on donors pairing core and project funding, harmonizing requirements, enabling rapid-response safety and psychosocial support, and prioritizing local leadership with culturally relevant approaches."
