"Critical gaps in the exchange of humanitarian information include:i) the range of humanitarian messages currently disseminated meets only a part of the communities’ needs [in riverine and coastal areas of Bangladesh], ii) certain messages are ambiguous and people get very limited guidance on how to comply withthem, iii) use of some channels (e.g. television) exclude certain groups(e.g. women) and iv) people sometimes cannot comply with the message because of financial and other constraints."
