e (AMDI) reports were produced, and this Media Sector Analysis builds on the Somalia component of that work. This analysis has been produced in consultation with media stakeholders and is grounded in a review of previously published material. The report is just one component of a larger media development project being delivered by the BBC WST entitled ‘Strengthening Radio Stations in Somalia to Promote Human Rights, Peace and Governance’ - a two-year project which aims to enhance the reach, levels of audience participation and professional capacity of Somali media. The media, and specifically, radio, is seen as a key local institution well placed to promote individual human and civil rights, freedom of expression and democratic dialogue. The project is informed by a rights perspective, ensuring that actions separately and collectively empower marginalised citizens, in particular, women and young people, to engage in direct dialogue with local authorities and thus have improved access to their civil and political rights. The project comprises two other strands in addition to the Media Sector Analysis: Capacity-building in six Somali radio stations [...]; media-related training for civil society rganisations [...] this report will inform the above project strands, as well as providing a basis for the development of media policy in the Somali region." The thesis takes as a point of departure the broader political, cultural and aesthetic nuances of filmmaking in Africa and then focuses on the specific case of Ghana. The literature available on cinema in Africa suggest heterogeneous and complex practices which implicate serious political and cultural discourses, but also offer the mundane entertainment value often associated with popular cultural products. Cinema in Ghana begins by questioning African cinema, and opens up complex discourses of identity, ownership, cultural mediation, industrial and economic practices and the influence of globalisation on the iconography of African films. To understand African cinema is to interrogate issues of ideology, narrative, aesthetics, the economics of ownership and the role or social value of the cinematic product. For this reason, policymaking in the area of copyright, particularly in developing countries, has at best been guesswork and at worst uninformed. At the international level, debates and rule-making on copyright, as with other IP, are punctuated with propaganda, anecdotes and dogma. This is what Nobel Laureate Joseph Stiglitz and others have called ‘faith-based’ policymaking. Evidence to justify particular policies or laws is rare. Evidence of the real world impact of specific copyright or, for that matter, other IP laws or policies, is almost unheard of. The ACA2K project is unique because the work summarised in this book provides evidence both for policymaking and of the impacts of copyright in the real world. But this book, and the work of the ACA2K project, is not pioneering only because of the illuminating findings in all the eight study countries. It is pioneering also because of the replicable research methodology developed, and the interdisciplinary collaboration in an area that is usually seen as a preserve of lawyers. The project is also of immense importance because of its focus on education and learning materials in Africa, where copyright is always associated with the positive aspects of promoting African music and culture. This research tells us that while copyright laws and policies might have positive effects in one sector, the same is not necessarily universally true. Other project outcomes, such as building networked research capacity on the areas of IP, knowledge governance and development, and the exploratory work on examining the gender aspects of copyright and access, are also ground-breaking." ar demand for communication, an absence of viable landline substitutes, government deregulation, and a competitive market that flourishes despite the conflict. Each of the major telecommunications companies in Afghanistan identifies the same five challenges to future expansion: poverty, high illiteracy rates, corruption, an untrained workforce, and lack of security. Despite these challenges, Afghanistan has proved an exceptional case study in the use of mobile phones for social change in support of peacebuilding, as it has been the focus of numerous pilot application programs conducted by the government, non-governmental organizations (NGOs), and the private sector. Mobile money transfer (MMT) applications have proved to be powerful mechanisms for helping to reduce corruption, foster security sector reform, and promote economic development. Yet neither the international community nor the Afghan government has shown the will or the capacity to move MMT programs forward at a pace commensurate with their demonstrated potential. At least two other high-value mobile applications were cited during the June summit as having improved conditions for stability and reconstruction in early deployments: (1) the provision of market information through mobile phones, especially in the agricultural sector, and (2) the use of mobile phones to strengthen local governance and civil society. Both applications have sufficient promise to warrant large-scale rollouts and merit careful consideration by international donors, whose support is vital during the transition to sustainability."
