The review also considered best practice for providing evidence of the effectiveness of these campaigns and explored whether these practices could be translated to road safety. Overall, the health and safety literature indicate that there is no single model for best practice in evaluating communication campaigns but there are some general principles that are highly germane to road safety: using a recognised model/theory of behaviour change, multiple measurement methods, measuring target behaviours at each stage, using a control group not exposed to the campaign, and identifying factors that can influence the likelihood of the desired behaviour. While some direct and indirect objective measures of behaviour change were available, by far the most common measure was selfreport surveys. This set of evaluation tools, and their limitations, are consistent with the road safety experience. In conclusion, given adequate resources, all health and safety domains, including road safety, might improve the quality of their evaluations with sound experimental designs and the increased use of objective forms of behaviour measurement, aided by advances in affordable technology." To develop effective campaigns, it is also important to use research, such as interviews with key stakeholders and focus groups with members of the target audience, to determine existing attitudes and beliefs and ways of motivating people to change their behaviour.
Campaign messages should also be pre-tested to ensure they are understood correctly and to minimize any unintended negative effects.

und of mass campaigns in Nigeria, a secondary analysis of existing data from post-Campaign surveys was undertaken to investigate the influence of BCC on net hanging and use. Surveys were undertaken between 2009 and 2012 in ten states in Nigeria using standardized questionnaires. Two-stage cluster sampling was used to select households in each study site. Outcomes were defined as the effects of BCC message exposure and recall on knowledge, attitudes, perception as well as intentions and actual use. From the univariable analysis, potential confounders and explanatory variables were identified and key effects explored in multivariable linear or logistic regression models; terms in the models were kept if they had a marginal significance with p<0.2. To quantify the effects from BCC, a treatment effect model was used with an inverse-probability weight regression adjustment. More than half of the respondents (58.4%; 95% CI 56.0, 60.7) had heard a message about net use or hanging during or after the distribution campaign, with media cited as the most common source of information. Attitude towards net use was positively linked to the number of messages recalled and was overall better in the northern study sites. The number of messages recalled was also the strongest predictor of knowledge (p<0.001). All BCC outcomes showed a significant increase in net use, which was strongest for the confidence to take action regarding nets with an overall effect of 17%-point increase of net use comparing poor and excellent confidence levels. Intention to use every night increased net use by 15%-points and discussing net use in the family by 8% points. All these effects were statistically significant (p<0.001). Multichannel BCC campaigns as well as other media were effective in contributing to an increase in net culture, hanging and use, particularly by vulnerable groups." (Abstract)

The study followed the process of descriptive literature review. After the identification of the research question, data were collected from the scientific databases, Academic Search Premier and ProQuest, and manually from the other sources between February and August 2015. 39 researches were accepted to this review, most of them were published in 2009 or after and conducted by the quantitative method. Data were analyzed by the descriptive synthesis. The synthesis produced seven main themes which contained factors related behavior and behavior change and communication.
Communal and personal issues, culture, education and knowledge, economy and access to goods are related to behavior and behavior change as well as way of communication. The above mentioned issues, both individual and community are interwoven to each other and therefore behavior change need to be seen in wider context. Community’s influence on behavior is stronger in comparison with the individual’s own capability to behavior change and therefore the involvement of the community from the beginning is a key issue for the success of behavior change campaigns. Various media channels can be used to deliver the message of behavior change and combination of many communication methods such as mass media and personal communication predicts better outcome." This document aims at enhancing program officials' understanding of the importance of evaluations as well as the most important steps to take and decisions to make in the course of an evaluation, and at enabling them to oversee the work done by the evaluators.
It is divided into three parts. The first part presents the main general aspects that need to be taken into consideration when monitoring and evaluating BCC interventions with a focus on HIV-related BCC approaches. More specifically, a general framework for monitoring and evaluation is presented, including among others information on the use of appropriate indicators, the development of an evaluation plan, different types of evaluation, study designs of summative evaluations, statistical analysis and dissemination of the evaluation results. Based on this theoretical background presented in part one, the second part draws conclusions, presents recommendations and gives practical advice on monitoring and evaluating HIV BCC programs. Three types of HIV BCC interventions, relevant to the work of German Development Cooperation (GDC), are also here discussed; these are the tool Join-in-Circuit, peer education programs and mass media campaigns.
