It is necessary to manage the business in a professional manner in order to gain the support of the community as well as advertisers. Such support contributes to the sustainability of the business. In terms of delivery, on-site training, mentorships and information exchange are emphasised because of the managers’ time and resource constraints. While accredited, theoretical training is perceived as important and worthwhile, participants emphasised the importance of experiential training. The research concludes with a detailed outline of a new qualification the SPI will be seeking to register which will enable it to make a contribution to the small independent community newspaper sector. The research has encountered one central obstacle. The sector is characterised by competition and lack of resources, thus managers are not able to leave their businesses for extended periods of time, and do not always answer telephone calls or emails that are not an immediate priority." This chapter is based on the original report that contains a situation analysis and needs assessment, which assesses the capacity of the media, government and civil society sectors to promote good governance and development issues through the media. It also contains a content analysis of governance news in the 14 countries. The Pacific Island countries included in the survey are: the Cook Islands, the Federated States of Micronesia (FSM), the Fiji Islands, Kiribati, Nauru, Niue, Palau, Papua New Guinea (PNG), the Republic of the Marshall Islands (RMI), Samoa, the Solomon Islands, Tonga, Tuvalu and Vanuatu. Twenty Pacific Island researchers collected the data for the report. This is the first time a study of this scope has been conducted in the region and it provides baseline data on media capacity for Pacific media organisations, NGOs, governments and donor organisations." Folgende positive Wirkungen für Entwicklungsländer lassen sich beispielhaft benennen: Erhöhung der Sichtbarkeit der Forschungsaktivitäten; Förderung des Informationsaustauschs sowohl unter Wissenschaftlern in Entwicklungsländern als auch mit Wissenschaftlern in den westlichen Ländern; Erhöhung der Attraktivität wissenschaftlicher Standorte und damit Verringerung der Abwanderung von Wissenschaftlern; Erschließung neuer Einnahmequellen für universitäre Einrichtungen durch die Etablierung von neuen Geschäfts- und Finanzierungsmodellen im Bereich des elektronischen Publizierens auf Basis der wissenschaftsgestützten Informationsversorgung. Bislang gibt es nur wenige Initiativen, die Wissenschaftler oder wissenschaftliche Institutionen in Entwicklungsländern bei der strukturierten elektronischen Veröffentlichung eigener Publikationen unterstützen. Dies mag zum Teil noch an den schlechten infrastrukturellen Voraussetzungen liegen, entscheidend sind aber mangelnde Kenntnis der Potentiale sowie unzureichende institutionelle und rechtliche Rahmenbedingungen in den meisten Entwicklungsländern. Die Bundesregierung hat es sich zur Aufgabe gemacht, durch wissenschaftlich-technologische Kooperation mit Entwicklungsländern deren Leistungsfähigkeit und damit die Entwicklung und den Wohlstand zu fördern. Die Wissenschaftlich technische Zusammenarbeit des BMBF ergänzt entwicklungspolitische Maßnahmen des BMZ in Partnerländern u.a. durch Auf- und Ausbau der wissenschaftlich-technologischen Infrastruktur. Zur Unterstützung wissenschaftsgestützter Publikationsprozesses im Rahmen der Entwicklungszusammenarbeit werden unterschiedliche Handlungsfelder dargestellt: Aufbau institutioneller Archive; Teilnahme an „Open Access Journals“; Entwicklung von Standards zum Austausch von Daten und für die Langzeitarchivierung, sowie Kompatibilität mit internationalen Standards; Aktivierung unterschiedlicher wirtschaftlicher und politischer Akteure auf allen Ebenen für die Unterstützung neuer Bibliotheken, fachspezifischer und regionaler Zugänge, neuer Mehrwertdienste und Geschäftsmodelle. report consists of 17 chapters in the following order: a regional overview chapter, a legislative overview chapter, a chapter on the findings of a news content analysis in the 14 countries, and 14 country chapters organised in alphabetical order, commencing with the Cook Islands. Chapter One, the Regional Overview, details the methodology for SANA, the principles which informed the research, and how the data was complied. The chapter contains an analysis of the major themes and issues that emerged in the 14 country chapters, divided into four sections: legislative environment, media sector, government sector, and civil society sector. It concludes with a list of regional strategies based on the research findings recommended by a SANA Reference Group of key stakeholders. Chapter Two, Freedom of Expression and Freedom of the Media, analyses the constitutional guarantees for freedom of expression, freedom of the media and the right to information in the Pacific Island countries surveyed. It also analyses the degree to which public service broadcasting and media legislation guarantees separation from government in some of the countries surveyed. Section 1, Legislative Environment, in the country chapters provides further detail on the media regulatory environment in each country and complements Chapter Two. Chapter Three, Pacific News Content Analysis, summarises the findings of the news content analysis conducted in the countries surveyed. Its focus is the coverage of news on governance issues. It was found that no local newspaper is published from the area and also that there is no any public place or center where people could read newspapers. Moreover, the size of the regular reader of the regional and national newspaper is dismally small. Female lags behind the male in reading the newspapers. It was found that children school going age of a sizable portion of families do not go to school. De plus, la mission a veillé à rencontrer des radios créées au début du projet Ruranet et d'autres nées récemment. Cet échantillonnage avait pour objectif d'arriver à des conclusions applicables à l'ensemble des 66 radios communautaires du pays. La mission a trouvé la plupart des radios dans une situation 'fragile', en matière de personnel et d'équipements. Les résultats et l'impact du projet Ruranet, bien qu'ils soient positifs, sont donc 'fragiles' aussi. Parmi les premiers impacts, le personnel des radios ainsi que certains de leurs auditeurs ont remarqué que la station a offert un moyen de s'informer, et de s'exprimer, de communiquer. Un résultat indéniable est que « les gens du village commencent à se connaître, et à connaître les gens des autres villages », selon un des auditeurs à Goudel. Cet impact a beaucoup renforcé la culture de la paix, surtout concernant les conflits 'traditionnels' entre éleveurs et agriculteurs. Une fois devant le micro, et lorsque les arguments des deux parties sont exposés, les gens arrivent à se comprendre, et mê me à aboutir à des accords. Ces remarques ont été entendues non seulement à Radio Goudel et Bankilaré, mais aussi dans des villes plus éloignées comme Abalak, Tamaya, Dolé, Gagama, Sassoumbroum, Tchirozérine."
