BBC Media Action has taken in these seven focus countries, which have a combined population of more than three billion people. Utilising a multi-country, multi-method replicable research design, BBC Media Action aims to provide an evidence base for public understanding of climate change in Asia. BBC Media Action has taken a standard approach to research across all seven countries to enable the exploration and analysis of similarities and differences across and within these countries. Drawing insights from literature, qualitative research and a series of communications strategy development workshops, BBC Media Action’s research examines people’s understanding of the effects and impacts of climate change and their responses. This approach differs markedly from much existing research in that it does not focus primarily on the concept of climate change. Instead, BBC Media Action used insights from formative work to ask people questions using language and concepts that are more likely to relate to their day-to-day lives. Questions in the Climate Asia survey focus on tangible issues including food, water, energy and extreme weather events. on with three Cambodian Government Provincial Departments of Information (PDI) in Battambang, Kampong Cham and Kampot, and the Department of Media and Communication (DMC) at Royal University of Phnom Penh (RUPP). The objective of this research is to provide baseline measures and understanding of the current state of the media in Cambodia, with a particular focus on PDI in Battambang, Kampong Cham and Kampot. These measures will help track progress of the project outcomes and impact over the project lifetime and provide a clearly defined scope for the Cambodia Communication Assistance Project. The research design uses a mixed methods approach with focus group discussions, in-depth interviews and survey questionnaires for PDI staff and directors. This report examines understanding of governance issues within an audience and PDI context and assesses the capacity level of PDI staff and directors. More specifically it seeks to gain knowledge and perceptions on audience understanding of governance, transparency and accountability issues, and to determine audience perceptions on PDI content and issues concerning voice, transparency and accountability. It also assesses PDI knowledge on governance issues and skill development needs at the three targeted provinces. The findings are summarised into three key areas: understanding of governance and audience context from different perspectives; reflections on media environment; and PDI capacity needs assessment. Finally, key considerations are outlined to inform PDI activities and programs related to governance including both training and content activities which can be supported by CCAP." In 2006 the Department for International Development (DFID) allocated £2.5 million over five years for the establishment of a 'Policy and Research Programme on the Role of Media and Communication in Development' to be managed by BBC Media Action (formerly the BBC World Service Trust). The Programme ran from July 2006 through to March 2012, including a no-cost extension. A small additional contribution to the Programme from the Swedish International Development Agency was received over the period (approximately £300,000 over the period 2009-2012). In November 2011, DFID reached agreement with the BBC World Service Trust (since January 2012, renamed as BBC Media Action) for a new Global Grant amounting to £90 million over five years. The Policy and Research Programme ends formally on March 31st 2012 and all funding allocated under the programming will be spent by that date.
While this report only covers Policy and Research Programme activities, many of the initiatives under the Programme will continue under Output 4 of the DFID Global Grant, titled ‘Evidence and policy: Strengthening the evidence base on the role of media and communication in democratic development, including the role of donor support’. ntacts were identified and sent the questionnaire. 148 responses have been collected. 200 projects/programmes have been identified and analysed. These projects/programmes amounts to a support worth more than 100m €. The projects/programmes involve 46 out of the 57 African countries. Training is the dominant activity area. More than 1/3 of the projects have training as the main content. Additionally, in many cases the training activities support other activity areas, like production of programmes, setting up of radio stations etc. Only one small project address education of future journalists. 152 projects (76%) address only one country. These projects include 36 countries (63% of the countries in Africa and 78% of the countries which have received support). The projects targeting only one country amount to 60.739.635 €, which is 60% of the funding recorded in the survey. Very few countries receive the majority of the funding. The three countries receiving support for more than 5 mil € receive 32,8% of the total support. The data indicates that the major part of the support goes to countries in conflict/post-conflict or democracy crisis situations. ¾ of the projects are implemented by non-African organisations/institutions. Regarding New Media, the analysis shows that mobile phones and the Internet are gaining importance in the continent because of the numbers of subscribers and access possibilities are increasing. Initiatives are taken in many countries to make these tools real means of communication as well as sources of information and evidence and channels of dissemination of information in several areas of development. In addition, RISE reached 246 classrooms in Zanzibar. RISE produced and distributed resources: Interactive Radio Instruction (IRI) programs, Interactive Video Instruction (IVI) programs, guides, classroom kits and song and story books. In addtion, RISE distributed user friendly and sustainable equipment (solar radios, MP3s and MP4s) for audio and video training and in-class support, and trained local staff in their care, use and operation. RISE conducted trainings for education mentors, teachers, shehas, head teachers, school management committees, teacher center staff, district officials and district coordinators.
