rea of communication planning research, and policy makers and planners engaged in the practical tasks of communication planning. This is probably the first comprehensive annotated bibliography on communication policy and planning. The literature on this area is not very large. Books, journal articles, and reports dealing exclusively with communication policy and planning issues are very limited in number. In most cases the policy and planning problems are discussed in the context of other communication problems. We limited our search to English language literature on communication that focuses on communication and development." (Preface)
