Where publishers are seeing AI’s real value – so far

"Based on a Q2 2025 survey of more than 100 media leaders and 10 detailed case studies, the report explores how publishers are applying AI to workflows, products and audience engagement – and where its value is proving hardest to measure. Our findings show that AI’s impact is strongest behind th ... e scenes. While only 9 percent of publishers can point to direct revenue gains, 75 percent report efficiency improvements, 64 percent better content production, 55 percent faster publishing times, and 44 percent improved resource allocation. In other words, AI is already changing how news is produced and delivered, even if the financial payoffs are still emerging. “Revenue generation gets all the attention, but it’s often the wrong metric for AI in media. Cost reduction, quality improvements, speed gains, and better resource allocation deliver value faster and more measurably,” noted Ezra Eeman, Director of Strategy & Innovation at NPO, and Strategic Advisor for WAN-IFRA’s AI Initiatives. La Nación, Argentina, Soft ROI: A custom AI pipeline analysed President Javier Milei’s speeches, structuring 739,961 words to track rhetorical patterns. Legit.ng, Nigeria, Hard and Soft ROI: AI halved translation times, expanded Hausa-language coverage, boosted output, and improved fact-checking and distribution. “For us, AI is not about replacing journalists – it’s about giving them more time to do real journalism,” noted Rahaman Abiola, Editor-in-Chief. These challenges are further compounded by growing polarization, opaque platform-dominated markets, and increasingly repressive legislation. As a result, many media organizations are being forced into untenable choices between defending press freedom and investing in innovation and content production. Despite these pressures, the study emphasizes the resilience and adaptability of local media actors. Donor support remains meaningful in key areas such as institutional strengthening, coordination, research/learning and promoting local ownership. However, the report stresses that financial support alone is not enough — it calls for sustained, principled, and coordinated engagement. As one interviewee noted, “We don’t want to end up in a situation where we’re forced to sacrifice one principle over another — but in this region, that’s already happening.” While panic is not a strategy, inaction risks deepening the crisis. This report provides clear guidance for donors and implementers to reinforce media ecosystems and protect public interest journalism. If we were to summarize the key recommendations of this report, they would be: – Ensure sustainable core funding: Core support is essential to respond to crises and reduce reliance on politically influenced or commercially driven content. – Invest in long-term tech innovation: Fragmented, short-term digital investments fall short. Donors must coordinate support for scalable, sustainable digital strategies and help reclaim advertising revenue. – Address local media gaps: In many areas, television remains dominant while digital capacity lags. Fund initiatives that reinforce local democratic discourse and reduce polarization. – Strengthen legal and safety protections: Small and exiled media face legal threats and security risks. Long-term investment is needed in legal reform, journalist safety, and operational resilience. – Prioritize local leadership and inclusion: Donor reliance on international actors often sidelines capable local organizations. Local voices must be centered in strategy, funding, and implementation. Finally, it’s worth noting that the regional findings are based on a focused but insightful sample: 13 organizations from Eastern Europe and Central Asia participated in the survey (as part of the global survey), alongside 10 key informant interviews. "The evaluation found that the MFC has made notable contributions to media freedom and journalist safety over the past five years. It has played a role in encouraging some Member States to strengthen their media freedom policies and legislation. The MFC has also influenced state actors through diplo ... matic and advocacy efforts, maintaining high-level political attention on media freedom. Direct interventions, legal guidance, and engagement with embassy networks have contributed to journalist protection efforts at the local level. Furthermore, the MFC has strengthened multi-stakeholder coordination, bringing together governments, civil society, and legal experts. However, the evaluation also identified several areas for improvement. While the MFC provides a platform for dialogue and cooperation, its engagement with members on domestic media freedom policies is voluntary and lacks a structured approach for supporting and tracking commitments. Joint advocacy statements have a greater impact locally than internationally and are often perceived as lacking boldness and clear outcomes. While the MFC has addressed high-profile cases, its focus has sometimes overshadowed broader, systemic media freedom challenges. Engagement with Rights-Holders and organisations working on the ground has been limited, impacting the relevance and sustainability of its strategies. Coordination and collaboration within the MFC are foundational, particularly through diplomatic networks and the development of emergency visa schemes. However, decision-making is often reactive, affecting stakeholder trust. The MFC’s membership is perceived as predominantly Northern-led, and there is potential to leverage its diverse membership more effectively. Knowledge management and information-sharing need strengthening to ensure a deeper understanding of media freedom issues among Member States. The high-level legal expertise of the HLP is underutilised. Clarity around decision-making processes among Member States varies, influencing trust-based collaboration. While engagement at the local level through embassies is effective, it requires more structured guidance and support. Coordination between Member States, the CN, and the HLP remains limited in some areas. In terms of sustainability, the current governance model, particularly the annual rotation of Executive Group co-chairs, can present challenges for knowledge retention and continuity. Funding modalities are complex, leading to perceptions of uneven distribution and impacting trust and coordination. While the MFC has developed working relationships with similar coalitions, more formalised collaboration could maximise resource efficiency. The limited engagement with Rights-Holders influences the visibility and perceived effectiveness of the MFC’s work." (Key findings and conclusions, pages 2-3) more

The rise of emerging technologies such as Artificial Intelligence (AI), blockchain, and the Internet of Things (IoT) necessitates stronger regulatory oversight, aligning with international best practices, including the GDPR and the African Union Convention on Cyber Security and Personal Data Protection. For Rwanda, ethical data governance is paramount in its rapidly digitalizing economy. Ensuring that privacy, dignity, and autonomy are upheld requires the active participation of government, the private sector, civil society, and citizens. This report has evaluated Rwanda’s Data Privacy and Protection Law, identifying both strengths and areas for improvement, particularly in compliance and enforcement across different sectors. Tanzania has demonstrated a commitment to data privacy through its Personal Data Protection and Privacy Act, but challenges in its legal and institutional frameworks hinder full implementation. Strengthening these frameworks by incorporating international legal obligations, particularly through the Malabo Convention, would enhance Tanzania’s data protection regime. Mauritius has taken commendable steps in aligning its Data Protection Act (DPA) 2017 with international standards, but translating this framework into effective protections remains a challenge. Inconsistencies in data collection, lack of transparency, and insufficient public awareness have impeded progress. To address these gaps, Mauritius must focus on legislative refinements, institutional strengthening, enforcement mechanisms, and public education. A comprehensive data breach response framework and active engagement in global data protection forums would further solidify its position as a regional leader in data protection. Zimbabwe’s Data Protection Act, though relatively new, has introduced significant measures to protect data subjects. There is an increasing recognition of data privacy rights across various sectors, with businesses and government agencies adopting privacy policies. However, challenges persist, including the lack of transparency reports and weak internal data breach resolution mechanisms. Strengthening compliance frameworks and promoting greater accountability are essential to fostering a more secure digital ecosystem. As digital economies continue to expand, cross-stakeholder collaboration is essential to ensuring that data protection is not just a legal requirement but a practical reality. Governments must strengthen regulatory oversight, businesses must prioritize compliance and transparency, and civil society must demand accountability and advocate for user rights. The protection of personal data is not just a legal obligation but a fundamental human right. Countries in the region have the opportunity to enhance digital trust, drive innovation, and foster economic growth by continuously refining their data protection laws and enforcement mechanisms. Moving forward, sustained efforts in policy development, international cooperation, and public engagement will be crucial in shaping a secure and privacy-conscious digital future." (Conclusion) more
