lyzing potential solutions to consider, and providing practical examples from countries that have addressed broadband-related matters. The Handbook looks at how broadband is defined, why it is important, and how its development can be encouraged. Throughout the volume, broadband is viewed as an ecosystem consisting of both supply and demand components, both of which are equally important if the expansion of broadband networks and services is to be successful. In addressing the challenges and opportunities that broadband gives rise to, the Handbook discusses the policies and strategies that government officials and others should consider when developing broadband plans, including the legal and regulatory issues, what technologies are used to provide broadband, how to facilitate universal broadband access, and how to generate demand for broadband services and applications." flipside: the norms regulating culture's use —copyright and related rights —have become increasingly restrictive. This book brings together essays by academics, librarians, entrepreneurs, activists and policy makers, who were all part of the EU-funded Communia project. Together the authors argue that the Public Domain —that is, the informational works owned by all of us, be that literature, music, the output of scientific research, educational material or public sector information —is fundamental to a healthy society. The essays range from more theoretical papers on the history of copyright and the Public Domain, to practical examples and case studies of recent projects that have engaged with the principles of Open Access and Creative Commons licensing. The book is essential reading for anyone interested in the current debate about copyright and the Internet." (Publisher description)

"Movements towards open data involve the publication of datasets (from metadata on publications, to research, to operational project statistics) online in standard formats and without restrictions on reuse. A number of open datasets are published as linked data, creating a web of connected datasets.

Governments, companies and non-governmental organisations (NGOs) across the world are increasingly exploring how the publication and use of open and linked data can have impacts on governance, economic growth and the delivery of services. This article outlines the historical, social and technical trajectories that have led to current interest in, and practices around, open data. Drawing on three example cases of working with open and linked data it takes a critical look at issues that development sector knowledge intermediaries may need to engage with to ensure the socio-technical innovations of open and linked data work in the interests of greater diversity and better development practice." es, uma relação interativa que abarque a troca de experiências, possibilitando a apreciação mútua e o crescimento tanto dos relacionamentos quanto da espiritualidade e do campo profissional. Considerando-se que as macrofronteiras foram rompidas com o advento das tecnologias, especialmente as digitais, estamos diante de um novo impasse, o de resgatar o próximo/o outro para avançar em percepções e sensibilidades. Mais do que a busca de conhecimento, trata-se agora de descobrir como articular esse saber, considerando-se as relações humanas tão necessárias à totalidade do ser." (Descrição da editora de livros)

"This article explores how computers and the Internet are represented among young, educated people in Niger and the social expectations that are attached to their use. ces. Thus, in a context of poverty and unemployment, the Internet and computers are perceived as technologies that may help young people and their country integrate into a modern world of economic opportunities and well-being via the transnational and transcultural interactions that take place in cyberspace. The Internet is associated with the ideas of modernity and ‘leapfrogging’ development. However, because of the lack of computer equipment and adequate infrastructure, these expectations are largely exaggerated, and they divert attention from the actual possibilities for change that reside in people and not in technological devices. The research is based on fieldwork conducted among young, educated computer and Internet users during the summers of 2003 and 2004 in Niamey, the capital city of Niger and further complemented by data collected in 2008." laysia’s electronic governance laboratory. The author explores its field of residential affairs, a digitally mediated social field in which residents, civil servants, politicians, online journalists and other social agents struggle over how the locality is to be governed at the dawn of the ‘Information Era’. Drawing on the field theories of both Pierre Bourdieu and the Manchester School of political anthropology, this study challenges the unquestioned predominance of ‘network’ and ‘community’ as the two key sociation concepts in contemporary Internet studies. The analysis extends field theory in four new directions, namely the complex articulations between personal networking and social fields, the uneven diffusion and circulation of new field technologies and contents, intra- and inter-field political crises, and the emergence of new forms of residential sociality."
