The research was conducted by The Engine Room, with support from the American Red Cross, the IFRC and valuable input from our advisory committee. This report is not created as a comprehensive overview of chatbots use, instead, the goal of the report is twofold: to offer guiding questions and considerations for humanitarian organisations deciding if a chatbot is an appropriate tool to address programme and community needs. These documents represent non-legally binding declarations promoted mostly by individuals and civil society groups that articulate rights and principles for the digital society. The transformations prompted by the digital revolution in our society ferment under a vault of constitutional norms shaped for 'analogue' communities. Our research also emphasizes the interrelationships between these policies and their broader effect on the platformatization of journalism. However, given that these interventions are in their early stages, or in some cases are still theoretical, a dearth of data makes it difficult to conclusively assess their impacts on media sustainability, media freedom and access to news.
