The report includes examples of where unions are doing this, and puts the case for such efforts to be extended and deepened. The report should be read in the context of many governments failing to properly implement ILO Convention 98 on the right to organise and collective bargaining. That Convention, ratified by 168 countries, requires governments to promote collective bargaining, which is very often not the case. As the ITUC Global Rights Index shows, the fundamental rights to freedom of association and collective bargaining are under attack, either by governments or with their compliance and support." OpenAI’s outsourcing partner in Kenya was Sama, a San Francisco-based firm that employs workers in Kenya, Uganda and India to label data for Silicon Valley clients like Google, Meta and Microsoft. Sama markets itself as an “ethical AI” company and claims to have helped lift more than 50,000 people out of poverty. The data labelers employed by Sama on behalf of OpenAI were paid a take-home wage of between around $1.32 and $2 per hour depending on seniority and performance. For this story, TIME reviewed hundreds of pages of internal Sama and OpenAI documents, including workers’ payslips, and interviewed four Sama employees who worked on the project. All the employees spoke on condition of anonymity out of concern for their livelihoods. The story of the workers who made ChatGPT possible offers a glimpse into the conditions in this little-known part of the AI industry, which nevertheless plays an essential role in the effort to make AI systems safe for public consumption. “Despite the foundational role played by these data enrichment professionals, a growing body of research reveals the precarious working conditions these workers face,” says the Partnership on AI, a coalition of AI organizations to which OpenAI belongs."

cally, in how far could remote work connect employers and workers in different countries? Does it bring jobs to rural areas because of lower living costs, or does it concentrate in large cities? And how do skill requirements affect competition for employment and wages? We use data from a fully remote labour market—an online labour platform—to show that remote platform work is polarised along three dimensions. First, countries are globally divided: North American, European, and South Asian remote platform workers attract most jobs, while many Global South countries participate only marginally. Secondly, remote jobs are pulled to large cities; rural areas fall behind. Thirdly, remote work is polarised along the skill axis: workers with in-demand skills attract profitable jobs, while others face intense competition and obtain low wages. The findings suggest that agglomerative forces linked to the unequal spatial distribution of skills, human capital, and opportunities shape the global geography of remote work. These forces pull remote work to places with institutions that foster specialisation and complex economic activities, i. e. metropolitan areas focused on information and communication technologies. Locations without access to these enabling institutions—in many cases, rural areas—fall behind. To make remote work an effective tool for economic and rural development, it would need to be complemented by local skill-building, infrastructure investment, and labour market programmes." Building on comparative analysis and a comprehensive review of the field of digital livelihoods among the forcibly displaced, in this introductory article we argue that including refugees in this digital economy is currently neither a sustainable form of humanitarian relief nor is it a development solution that provides large-scale decent work. We show how digital livelihoods approaches have gained a special footing in the middle ground between short-term economic relief and long-term development. Indeed, digital economies seemingly offer a variety of ‘quick-fix’ solutions at the transition from humanitarian emergency towards long-term development efforts. While digital economies harbour significant potential, this cannot be fully realised unless current efforts to include refugees in digital economies are complemented by efforts to address digital divides, uphold refugees’ rights, and ensure more decent working conditions." Africa has benefited from rapidly growing innovation systems, its performance in the three engines of growth must improve for the region to become a real actor on the global stage. Nigeria for example, has an entrepreneurial ecosystem that is performing well, while its technological and innovation ecosystems need further support to turn the country into a thriving digital innovation ecosystem.
To understand these discrepancies, the report introduces two ICT-centric innovation policy monitors: the three engines of growth monitor and the enablers of digital transformation monitor. The report notes that there are many good practices in the region fuelling the entrepreneurial journey. Each practice presented in the report was analysed based on its impact in a third ICT-centric innovation policy monitor, the ecosystem maturity map monitor. Each stakeholder group, at each of the five stages of the entrepreneurial journey, is assessed by its level of engagement to assess the maturity of the ecosystem. For example, the first stage of the journey for entrepreneurs is entrepreneurial interest, while for the public sector, it is having a vision and strategy. The monitor enables stakeholders to visualize the maturity of the ICT-centric innovation ecosystem and identify which practices to keep, which must be improved and which to replace." (Introduction)

rface, these eight countries are well poised to take advantage of the new digital economy, as they have a high degree of digital access and connectivity and populations with strong academic foundations in mathematics and science. In fact, in five of the eight countries profiled, women comprise more than 40 per cent of university graduates in science, technology, engineering and mathematics (STEM) fields. However, women’s involvement in STEM in the Western Balkan and Eastern Partnership countries does not translate into strong participation in technology sectors; across all eight countries profiled, the number of women working in ICT industries, founding or investing in technology start-ups or serving as high-level managers or directors in technology companies remains remarkably low. Challenges – ranging from cultural norms and biases to lack of self-confidence and online and offline harassment – hinder girls and women’s full participation. The digital acceleration fuelled by the COVID-19 pandemic represents an historic opportunity to transform women’s involvement in technology in the region. STEM education is the first key area that is ripe for change; long before the pandemic hit, demand for digital skills across Eastern Partnership and Western Balkan countries was already prompting curriculum overhauls. While schools across all eight countries are evolving by incorporating digital literacy and twenty-first century skill-building into coursework, education ministries are not doing enough to ensure that girls benefit equally." The results reveal that being covered by 3G networks has a large positive effect on total household consumption and poverty reduction, driven by positive impacts on labor market outcomes. Working age individuals living in areas covered by mobile internet witnessed an increase in labor force participation, wage employment, and non-farm self-employment, and a decline in farm employment. These effects vary by age, gender and skill level. Younger and more skilled men benefit the most through higher labor force participation and wage employment, while high-skilled women benefit from transitions from self-employed farm work into non-farm employment."
