"The Addis Ababa Science and Technology University, in collaboration with UNESCO, conducted a comprehensive assessment of Internet development in Ethiopia using the UNESCO Internet Universality ROAM-X Indicators framework. The evaluation examined 109 core and 23 non-core indicators. This effort aimed to analyze Ethiopia’s state of Internet development based on the principles of a rights-based, open, accessible, and multistakeholder Internet.
The study highlighted notable improvements in Ethiopia’s internet ecosystem, such as expanded network infrastructure and reduced tariffs. However, challenges persist, including limited internet access, inadequate data protection frameworks, and insufficient multistakeholder engagement. The report emphasizes the need for stronger legal protections for online rights, equitable internet access, and the promotion of locally generated digital content. It also urges stakeholders to improve Internet governance, particularly by incorporating international best practices and addressing cross-cutting issues like gender equality and child protection online. This report serves as a vital tool for policymakers, private sector leaders, and civil society actors, providing actionable recommendations to foster an inclusive and sustainable digital environment in Ethiopia."
