"The plan involves a society consisting of small groups of people who are relatively scattered over an expanse of land and water — This plan is based on the development of a system of communications which makes use of the advantages of a modern technology which would constitute the motive force for the whole process of education — The society in question inhabits an island and has its own culture — This island is situated in a volcanic region — The plan provides for the creation of sources of energy in order to establish a radio network — Television is called upon to play a very important role — The plan depends on native teachers trained in the use of television in class — They would also be able to make adequate use of audiovisual aids to reinforce the contribution of television — Intensive research in the scientific, sociological and economic fields could lead to the establishment of a constantly modernised system of education without destroying the society's own culture.
