"The research underlying these case studies was done by the International Institute for Educational Planning in 1965-66 under a contract with the United States Agenciy for International Development, which gave the Institute full freedom of research and the right to publish its findings for general international use. The project was directed for the Institute by Wilbur Schramm. His principal collaborators at the Institute were Philip H. Coombs, director of IIEP, Friedrich Kahnert, and Jack Lyle." (Page 4)
