"This chapter is intended to shed light on the connection between liberation theology and the emergence of hundreds of citizens' media, community media, radical media, and alternative media projects throughout the region. The following pages focus on the case of Bishop Juan Luis Ysern and Radio Estrella del Mar ("Radio Star of the Ocean"), a network of community radio stations in southern Chile. Yet, Bishop Ysern's case should be understood not as an exception but, rather, as an example of what hundreds of Latin American Catholic bishops, priests, nuns, and believers have made possible. If the presence of citizens' media is more robust in Latin America than in other underdeveloped regions (Gumucio Dagron, 2001), it is partly thanks to these progressive Catholics." (Page 177)
