"Nearly half of all countries now recognize community media, underscoring its importance in amplifying local voices and fostering pluralism and diversity in the media ecosystem. UNESCO's latest global mapping reveals encouraging progress over the past two decades, with more countries adopting supportive legal frameworks for community media. Yet persistent challenges remain. Continued legal restrictions, including complex regulations, licensing requirements, and limits on information flows, pose ongoing challenges to these outlets. Without addressing these legal barriers—alongside unstable funding, technical constraints, and operational limitations—the potential of digital transformation for community media, including Artificial Intelligence, may not be fully realized, and a diversity of voices may remain underrepresented."
