"[...] this report aims to further explore the way in which AI technologies as they currently stand impact peace and conflict, and what methods might be used to mitigate their adverse effects - through the development of better tools and the inclusion of peace and conflict considerations in AI gover ... nance frameworks. The report presents the following findings: 1. AI is a driver of disinformation which adversely impacts peacebuilding efforts. 2. There are several ways to mitigate AI-powered disinformation. 3. AI can also be used to promote peacebuilding, although these mechanisms are still in their early stages. In relation to these findings, the report proposes the following recommendations: 1. More funding and support should be provided to civil society organizations’ efforts to expand media literacy and fact-checking initiatives using AI tools to enhance capabilities. 2. Governments need to work with civil society to develop and implement comprehensive, transparent legal frameworks combating disinformation. These legislative measures need to support digital and media literacy campaigns and fact-checking organizations. 3. Social media companies need to expand investment and research into understanding local information environments, so they can better identify and respond to instances of disinformation in all contexts in which they operate and enhance transparency. 4. Peacebuilding organizations need to carefully consider local media ecosystems and information environments when conducting conflict analyses, and factor these dynamics into their projects’ frameworks. Currently, disinformation exacerbates existing grievances and polarization, can act as a trigger for violence, leads individuals to make decisions based on false information, and creates or intensifies mistrust of institutions and international peacebuilding efforts. The efforts of journalists and civil society organizations to combat these effects, primarily through media literacy initiatives and factchecking, cannot keep up with the scope and scale of ‘fake news.’ Generative AI will increase the rate at which false content is produced and disseminated, and the quality or ‘believability’ of such content. Governments, civil society, and social media companies must work in tandem to combat the spread of disinformation and the impact it can have on peacebuilding efforts and security in sub-Saharan Africa." "Higher levels of disposable incomes, growing urbanization and mobility, and further industrialization in some parts of the world are leading to growing amounts of EEE. On average, the total weight (excluding photovoltaic panels) of global EEE consumption increases annually by 2.5 million metric ton ... s (Mt). After its use, EEE is disposed of, generating a waste stream that contains hazardous and valuable materials. This waste stream is referred to as e-waste, or Waste Electrical and Electronic Equipment (WEEE), a term used mainly in Europe. This monitor provides the most comprehensive update of global e-waste statistics. In 2019, the world generated a striking 53.6 Mt of e-waste, an average of 7.3 kg per capita. The global generation of e-waste grew by 9.2 Mt since 2014 and is projected to grow to 74.7 Mt by 2030 – almost doubling in only 16 years. The growing amount of e-waste is mainly fueled by higher consumption rates of EEE, short life cycles, and few repair options. Asia generated the highest quantity of e-waste in 2019 at 24.9 Mt, followed by the Americas (13.1 Mt) and Europe (12 Mt), while Africa and Oceania generated 2.9 Mt and 0.7 Mt, respectively. Europe ranked first worldwide in terms of e-waste generation per capita, with 16.2 kg per capita. Oceania was second (16.1 kg per capita), followed by the Americas (13.3 kg per capita), while Asia and Africa generated just 5.6 and 2.5 kg per capita, respectively. In 2019, the formal documented collection and recycling was 9.3 Mt, thus 17.4% compared to e-waste generated. It grew with 1.8 Mt since 2014, an annual growth of almost 0.4 Mt. However, the total e-waste generation increased by 9.2 Mt, with an annual growth of almost 2 Mt. Thus the recycling activities are not keeping pace with the global growth of e-waste. The statistics show that in 2019, the continent with the highest collection and recycling rate was Europe with 42.5%, Asia ranked second at 11.7%, the Americas and Oceania were similar at 9.4% and 8.8%, respectively, and Africa had the lowest rate at 0.9%. The fate of 82.6% (44.3 Mt) of e-waste generated in 2019 is uncertain, and its whereabouts and the environmental impact varies across the different regions." (Executive summary, pages 13-14) more

"1. While gender gaps are observable in most aspects of ICT access, skills and leadership, the picture is complex. There are large regional variations: some countries are close to parity or have even reversed the gender gap on some indicators, while others still have persistent gaps. Individual coun ... tries can have both large and small gaps, depending on the indicator being measured. Interpreting the gaps requires careful and contextualised analysis. 2. Barriers to gender digital equality are generally related to one or more of the following: 1) availability of infrastructure; 2) financial constraints; 3) ICT ability and aptitude; 4) interest and perceived relevance of ICTs; 5) safety and security; and 6) socio-cultural and institutional contexts. Most of these barriers cut across issues of access, skills, and leadership, although they may manifest in slightly different ways. While research has documented these barriers, the evidence from different sources is sometimes contradictory, even within the same country contexts. 3. There is no one conclusive strategy for eliminating gender digital inequalities. Recommendations generally call either for targeting specific contributing factors of gender digital inequality (such as affordability or recruiting practices), or for reshaping deeply ingrained social norms and practices (such as gender stereotypes) that are at the root of gender inequalities. As with the evidence on barriers, research results are sometimes contradictory or nuanced. 4. The dominant approaches to gender equality in ICT access, skills, and leadership mostly frame issues in binary (male/female) terms, thereby masking the relevance of other pertinent identities. Insufficient research has been done on the implications of ICTs for intersectional identities. Data collection should move from binary sexdisaggregation towards finer degrees of status disaggregation in order to recognise multiple and interacting identities (such as sexuality, poverty, class, education, age, disability, and occupation). 5. To ensure privacy and safety as well as full participation in the digital economy, women should have equal opportunities to develop adequate basic and advanced digital skills. Cyberstalking, online harassment, image manipulation, privacy violations, geotracking, and surveillance can compromise women’s and girls’ safety both online and offline. In addition, some evidence suggests the digital transformation of labour may be widening gender wage gaps. These outcomes can be averted with the right types of training combined with social and institutional change. 6. Developments in digital technologies open new pathways to gender diversity and inclusion; however, lack of attention to gender dynamics and differences hampers the potential for true progress. For example, evidence suggests that most women’s work in the digital economy, particularly in the Global South, reinforces existing social divisions. Moreover, artificial Intelligence (AI) systems, designed largely by men, tend to ignore the negative gender implications of their designs. Research, government policy and design principles should include gender awareness and analysis, for example by building in data and privacy protections and avoiding gender stereotypes."
