Independent media delivers fact-based information to policymakers and voters alike, provides a forum to debate public policy, offers a tool to identify corruption and abuses, furnishes a means to hold political leaders to account, and c ... reates an avenue for those out of power to peacefully express themselves. In recognition of its importance, the United States firmly supported independent journalism around the globe from the aftermath of World War II until 2025. This assistance came to an abrupt halt in early 2025 immediately following the inauguration of Donald Trump as U.S. president. The termination of U.S. assistance to hundreds of media organizations, independent outlets, journalists, and civil society organizations came at a particularly hard time for independent media. The sector already faced an existential crisis in many parts of the world in the face of rapid technological change, declining revenues, and shrinking political space. This paper draws on 68 interviews and a global survey of 177 media outlets and media support organizations to chart the financial, sectoral, and political impacts of terminating most U.S. support for independent media. We find the following: The sudden, ill-planned termination of U.S. governmental support caused harm and waste. Depending on the estimate and measurement, prior to the Trump administration, the United States was providing between $135 million and $248 million per year in foreign assistance support for independent media. The termination of almost all awards and payments, including payments for work already completed, was done shockingly fast. It precluded a thoughtful closedown, deprived implementing partners of payments due to them, left many without jobs, and invited costly and lengthy litigation. Unable to pay their bills, the U.S. government’s main media implementing partners fired hundreds of workers and closed offices as their staff were doxed and harassed based on false allegations. The cuts have had wide negative effects. U.S. support not only sustained media organizations but also sought to improve the political and enabling environment for media, strengthen information integrity and resilience, protect the safety and security of journalists, improve the quality of journalism, increase the market viability of media operations, and ensure the reach of independent journalism to underserved areas and populations. The aid cuts have undermined all of these goals. For example, U.S. funds had been used to support a freedom of information act in Zambia, promote information integrity in the Philippines, provide legal support to journalists in the Republic of Georgia threatened by frivolous lawsuits, train and support journalists to conduct investigative journalism in Eastern Europe, improve media business models in Serbia, and strengthen community radio stations in Mozambique. Principled caution: How AI is used in public-interest media in Asia

The findings reveal that the AI adoption is currently taking place within public-interest media, but it is one of “principled caution” where adoption is careful, selective and highly varied. This evolution unfolds within a structurally precarious media environment where AI regulation is often absent or actively restrictive. While adoption remains cautious to protect journalistic credibility from risks such as hallucinations and biases, newsrooms are increasingly embracing AI as a powerful toolset to alleviate severe capacity and resource constraints. Currently, organizations primarily utilize AI for assistive, routine tasks such as translation, transcription, summarization, and early-stage content ideation and the final language editing stage rather than for broader organizational transformation. The research highlights deep capacity deficits in the governance framework, institutional training, and leadership. These gaps often prevent individual AI literacy from translating into consistent, organization-wide policy formulation and enforcement. This challenge is further exacerbated by the funding instability and resource constraints that characterize the region’s independent media, restricting the long-term investment necessary for ethical and responsible AI adoption. Despite these legal, political, technical, capacity, and operational constraints, localized and innovative AI workflows are emerging. While AI has not yet generated entirely new, revenue-generating business models, strategic investments in customized AI infrastructures, such as in-house dashboards and media monitoring systems, present a critical pathway toward long-term operational resilience. To support this trajectory, the report recommends coordinated action among media organizations, governments, technology companies, donors and media development funders to invest in long-term AI capacity, governance frameworks, and secure technological infrastructure." "This study shows that AI remains largely an underexplored, and often misunderstood, topic for journalism in South Africa and Kenya. Stories can be framed in overly positive terms, such as the potential AI holds for development and social change, or negative terms, by highlighting the extractive nat ... ure of big tech firms or the potential of AI to foster disinformation. Either way, these reports frequently lack a more nuanced understanding of the impacts of AI in African contexts. Fear of the impact of AI on the media workforce may also explain why reporters say they often face resistance by editors when seeking to get AI and tech stories commissioned. AI articles tend to be siloed and reactive, framed as business, security or technology stories. Seldom is AI presented in terms of its multidimensional, layered impact on society. Furthermore, the geopolitical aspect of AI rarely gets interrogated in mainstream media. Journalists interviewed for the study admitted that many of their stories were reactive, and identified areas where synergies could be harnessed from other parts of the world. On issues of AI and social media regulation, for example, where precedents have been set by countries such as Australia, South African and Kenyan media could use such precedents to develop locally focused stories. AI reporting often adopts a framing promoted by technology vendors who derive interest from presenting a one-dimensional, optimistic view of AI. The unintended consequences often go unreported unless supported by an investigation, such as the CCTV camera surveillance reportage by Swart referenced above. Furthermore, the topic is often presented through a Global North lens, with little contextualisation or interrogation of these issues from an African point of view amid resource and access constraints. This occurs against a background of under-developed policy frameworks for AI on the continent generally, and in newsrooms in particular. Consequently the playing field can be tilted in favour of AI and tech vendors who fill the vacuum with hyperbole and hype about what the technology is capable of delivering. At the same time, more nuanced and specialised reporting on AI is constrained by the familiar obstacles of journalism, such as lack of resources, over-stretched newsrooms and story competition. To enhance coverage of AI in Africa, a multifaceted strategy is needed. While training and AI literacy programmes can deepen the knowledge needed by African journalists to investigate the topic more comprehensively, increased investment in newsrooms can provide the structural support to provide more context-specific coverage of AI on the continent. Crucially, training and education of African journalists should be done from within the African context, as solutions cannot be imposed from newsroom contexts in the Global North." "In recent years, electoral disinformation has followed several recurring patterns globally, many of which were observed in the case studies analysed in this report. One prominent tactic is attacks on electoral integrity, where political actors spread false claims about voter registration, election ... rigging, or external interference to delegitimise outcomes. As we show in this report, in the DRC, for example, rumours circulated that biometric voter registration was designed to expose individuals’ HIV status, discouraging participation. In South Africa, disinformation networks falsely claimed that the Electoral Commission (IEC) was manipulating results to favour the ruling party, fueling distrust in the electoral process. Another trend is the weaponisation of ethnic and gendered disinformation. In Kenya, misleading narratives framed certain candidates as “foreign-sponsored outsiders” to undermine their legitimacy, while in Senegal, false claims about morality were used to discredit opposition figures. Meanwhile, gendered disinformation—targeting women candidates with sexist tropes and false accusations—was a recurring feature in all four countries, reflecting a broader global pattern in which women in politics are disproportionately subjected to online abuse and misinformation. Social media platforms have been central to the spread of electoral disinformation. Across Africa, as in much of the world, platforms such as Facebook, TikTok, and X (formerly Twitter) have served as primary vehicles for the rapid dissemination of falsehoods, often facilitated by coordinated inauthentic behaviour. Data that we present in the report shows that, in South Africa, paid “nano-influencers”—individuals with small but loyal online followings—were mobilised to amplify misleading narratives in favour of specific political actors, demonstrating how disinformation strategies are evolving in response to changing digital landscapes. [...] In response to these findings, the report makes several key recommendations. First, it calls for greater cross-platform coordination among CSOs, fact-checking groups, and election monitors to ensure realtime responses to emerging disinformation threats. Second, it highlights the importance of media and digital literacy programmes among all age groups, including young voters, some of whom are often the most active on social media but may lack the skills to critically assess the credibility of information they encounter. Third, it urges greater transparency and accountability from technology platforms, which remain the primary distribution channels for electoral disinformation but have done little to curb its spread in African electoral contexts. Ultimately, electoral disinformation is not simply a digital challenge—it is a fundamental governance issue that shapes public perceptions of legitimacy and democratic participation. Evidence from the four elections in Africa that we examine in this report demonstrates that countering disinformation requires a multi-stakeholder approach that includes journalists, civil society actors, election commissions, and policymakers working collaboratively to strengthen information integrity and electoral transparency. The findings in this report offer both a diagnosis of the current disinformation landscape and a framework for more effective, evidence-based responses that can help safeguard future elections from manipulation." Media development pathways: A case study of the Media Institute of Southern Africa

The study reflects on the evolution of donor strategies in media development over the past 30 years s ... ince 1989, highlighting several key trends [...] Early optimism about democratic transitions has waned, with media development now seen as a rescue operation. A clear definition of ‘democracy’ has become blurred, with autocrats co-opting the term, leading to growing scepticism about its true meaning. The cynicism about democracy is joined by a sense of naïve expectations in that donors once believed that funding free and independent media would automatically strengthen other democratic institutions. This assumption has been challenged as reality proved more complex. When it came to specific feedback on donor strategies, respondents shared that donor funding initially supported traditional media infrastructure. With the rise of the internet and digital media, strategies shifted to support the digital transformation of journalism. Respondents also note that donor strategies have often shifted with geopolitical interests, leaving media development in regions like Eastern Europe and Southern Africa in flux. Wars and political changes have diverted funds and attention, impacting the sustainability of media projects. There is criticism that donors lack a coherent long-term strategy or clear goals for media development related investments. Many rely on Western NGOs to devise strategies, leading to concerns about the effectiveness and sustainability of these efforts. Overall, the research undertaken underscores the need for more stable, well-defined, and strategically coherent donor approaches to support independent media development effectively. Finally, the study relayed concerns from local stakeholders that they feel there is a pressing need to localise practices and prioritize localisation to enhance long-term impact and sustainability. This dissertation focuses on the post-1989 context, which was significant for the spread of democracy following the fall of the Berlin Wall, the breakup of the Soviet Union, and the end of apartheid in Africa. This period, often called the third wave of democratisation, was marked by a belief in the inevitable spread of democracy and liberal democratic order. My research connects media development theories with practical applications in specific contexts examining how donor strategies affect journalism and press freedom, informed by scholarship on liberal democracy. The qualitative research, based on interpretivism/constructivism, probes donor impact on media space and evaluates program success, contributing to a theory of change in media development. The comparative research and grounded theory approach led to the development of a case study about the Media Institute of Southern Africa. Findings and analysis are drawn from the perspectives from donors, program beneficiaries, implementers, academics, and experts.
