report consists of 17 chapters in the following order: a regional overview chapter, a legislative overview chapter, a chapter on the findings of a news content analysis in the 14 countries, and 14 country chapters organised in alphabetical order, commencing with the Cook Islands. Chapter One, the Regional Overview, details the methodology for SANA, the principles which informed the research, and how the data was complied. The chapter contains an analysis of the major themes and issues that emerged in the 14 country chapters, divided into four sections: legislative environment, media sector, government sector, and civil society sector. It concludes with a list of regional strategies based on the research findings recommended by a SANA Reference Group of key stakeholders. Chapter Two, Freedom of Expression and Freedom of the Media, analyses the constitutional guarantees for freedom of expression, freedom of the media and the right to information in the Pacific Island countries surveyed. It also analyses the degree to which public service broadcasting and media legislation guarantees separation from government in some of the countries surveyed. Section 1, Legislative Environment, in the country chapters provides further detail on the media regulatory environment in each country and complements Chapter Two. Chapter Three, Pacific News Content Analysis, summarises the findings of the news content analysis conducted in the countries surveyed. Its focus is the coverage of news on governance issues. Appendix F contains the breakdown of the regional findings and the findings for each country in alphabetical order. Chapters Four to Seventeen consist of country chapters. the television news agencies Reuters Television and Associated Press Television News. This study finds that the policy had significant flaws in how it was formulated and how it is communicated, implemented and reviewed. Recognising the existence of unequal relations of power and conflicting interests at play in any policy process, this study stresses that in the case of the journalist safety policy, all stakeholders should have participated in the relevant policy stages. This argument arises from researching the policy document as well as from the point of view of managers, and particularly journalists who work on dangerous assignments, either full-time or on a freelance basis for either of the two television news agencies. It finds that while journalists are not generally aware of the policy, they do practice many of its elements as well as a range of their own custom-made strategies to protect themselves. The result is to make the policy less effective than it could be." (Abstract)

presence of cultural diversity on television in the past decade, but there is still a great deal of progress required. Many provided suggestions for improvement, such as the increased use of internships and the development of a database of actors, directors, producers and experts from Canada’s ethnocultural and Aboriginal communities. The Task Force initiated a round of consultations with interview subjects to discuss Recommended Best Practices and Industry Initiatives in April 2004. Focus groups provided a broad range of strong opinions and perspectives on the issue of cultural diversity and television. Several areas of concern were highlighted by focus group participants across the country: the persistence of stereotyping; too many instances of negative or inaccurate portrayal; underrepresentation of many groups; unbalanced or negative portrayal on newscasts; and a serious absence of Aboriginal representation on television. The benchmark content analysis substantiated many concerns raised within the focus groups, and provided a very rich assessment of exactly how cultural diversity is reflected and portrayed on television." d financial assistance, radio news broadcasts still do not meet democratic norms for political communication. A shortcoming of these papers is that they are based on theory and research traditions outside media studies. As a result, they do not take into consideration processes of media production or audience reception when making their propositions for change. This study proposes that, by using methods of research from media studies, it may be possible to address these gaps in knowledge, and therefore strengthen these propositions. It combines peacebuilding and media theory in an effort to identify the normative assumptions of the lessons learned papers, and therefore develop an appropriate strategy for evaluating media performance, and for determining if the propositions in the lessons learned papers have the potential to be successfully implemented. The use of such a strategy was explored in pilot research conducted in Phnom Penh July 2004. It combined content analysis and interviews (with radio station directors, as well as representatives from political parties, non-government organizations [NGOs], and members of the international community.) This study concludes that, while some refinements are required in the design of the proposed research strategy, its use may allow future researchers to gain new insights – insights which compliment the lessons learned papers, and which could be valuable in implementing their propositions for change." By using an interview guide, all organizations were visited for about half a day. In most cases, a brief presentation of the project initiated the interview and members of the technical team of each organization interacted with the consultant. In some cases, additional written information was made available, but the brief description of each case and the answer to the guide questions are the interpretation of the consultant. It is important to point out that the material made available on the organizations and HIVOS contribution to them through its program was rather limited. For this reason it was often necessary to talk about the HIVOS involvement in each organization during the interview. This is acknowledged in the description of some of the organizations, but the intention is to provide a better context in which each case can be analyzed." (Introduction)

based in Johannesburg, and MISA. The GL/MISA study found that women in Mozambique constitute only 3 per cent of those working in the media, which is far below the regional average of 22 per cent. Women only constituted 15 per cent of the sources used in the media. This UNESCO qualitative study involved in-depth interviews with 34 media experts. It was carried out in Maputo, the capital, Beira, in the central province of Sofala, and Nampula, in the north, during the months of October, November and December 2003. In addition to the interviews, a two-hour workshop was held in December with senior women journalists and editors to discuss the study and their views on gender and the media. The UNESCO study showed that women journalists are especially under-represented in Mozambique’s print media with some newspapers, such as the Sunday newspaper, Domingo, and the Independent, Zambeze, having no women journalists. Others had only one or two women. Most, although not all, editors felt that it was a problem having so few women journalists, but there was no agreement as to how to change this situation." The name means to monitor in English and the purpose of this monthly media magazine is to elevate the standard of journalism in Indonesia and to institutionalise media freedom. Its target group is journalists, public relation officials and advertising executives. The whole magazine is written in the local language Bahasa Indonesia. During August to October 2001 I was in Jakarta to do a Minor Field Study about Pantau and media’s role in the democratisation process of Indonesia. Together with Maria Nilson I interviewed the journalists of Pantau and the readers of the magazine. I focused on the content, while she focused on the layout of the magazine. The aim of my study is to understand the role of the media in a democratisation process, drawing conclusions from the experience of Pantau. Can Pantau start a debate which indirectly strengthens democracy and press freedom?
