"Recommendations revolve around five building blocks of a co-ordinated strategy that calls for: 1. A regional news hub for the Russian language that embodies the values of fairness, accuracy and watchdog reporting, and builds a network of partners to leverage high-quality news content to wider audie

nces across platforms [...] 2. A content sharing platform (“content factory”) to encourage the production and distribution of highquality programming on television and online, with particular emphasis on content that reflects local issues and local lives [...] 3. A centre for media excellence in the Russian language that co-ordinates the work of governments, NGOs and educational institutions in ongoing market research and media monitoring, media literacy programmes, professional training and peer-to-peer exchanges. 4. Alongside the three main building blocks, a basket fund should be established to provide a critical mass of funding for the building blocks [...] 5. On top of the three main building blocks should sit a multimedia distribution platform that guarantees a degree of “buy in” and ensures content generated by the news exchange and content factory reaches the widest possible audience." ch as the one developed for the European Commission to assess risks to media plurality in member states.1 A key problem the country faces in tracking the extent of concentration and diversity is that it has no ‘objective’2 means of assessing the extent of diversity, which up to this point has simply been ‘read off’ the number of existing media outlets. While a plurality of outlets may arguably be a necessary condition for diversity, it is by no means a sufficient condition." (Abstract)

"The Mapping Digital Media research confirms that digital television and the internet have had a radical impact on media businesses, journalists, and citizens at large. zens have access to a cornucopia of news and information sources. Other findings were less foreseeable: digitization has brought no pressure to reform state broadcasters, less than one-third of countries found that digital media have helped to expand the social impact of investigative journalism, and digitization has not significantly affected total news diversity. The Global Findings reveal other common themes across the world: Governments and politicians have too much influence over who owns, operates, and regulates the media. Many media markets are rife with monopolistic, corrupt, or untransparent practices. It’s not clear where many governments and other bodies get their evidence for changes or updates to laws and policies on media and communication. Media and journalism online offer hope of new, independent sources of information, but are also a new battleground for censorship and surveillance. Data about the media worldwide are still uneven, unstandardized, and unreliable, and are often proprietary rather than freely accessible." (Website Open Society Foundations)

"The overarching global trend with respect to media freedom, pluralism, independence and the safety of journalists over the past several years is that of disruption and change brought on by technology, and to a lesser extent, the global financial crisis. ic and organizational structures in the news media, legal and regulatory frameworks, journalism practices, and media consumption and production habits. Technological convergence has expanded the number of and access to media platforms as well as the potential for expression. It has enabled the emergence of citizen journalism and spaces for independent media, while at the same time fundamentally reconfiguring journalistic practices and the business of news. The broad global patterns identified in this report are accompanied by extensive unevenness within the whole. The trends summarized above, therefore, go hand in hand with substantial variations between and within regions as well as countries." (Executive summary, page 7)
