"This Guide updates the learning on Outcome Harvesting + Attitude Change (OH+AC), an adapted version of Outcome Harvesting that adds the consideration of attitudes while upholding Outcome Harvesting’s primary concepts and core principles. Whereas Outcome Harvesting centers behavior change among so

cial change actors, attitudes can be a valuable addition to Outcome Harvesting wherever inner transformation is essential for achieving the outward behavior change that drives social change program results, or wherever attitudes are particularly central to the worldview of program stakeholders. There has been significant experience and feedback since the trial version OH+AC toolkit, originally published by Tearfund, was launched in 2020. It is time to share what we have learned. One key learning is that most colleagues find it easier to learn OH+AC if they already have a solid grasp of Outcome Harvesting. So, unlike the trial version toolkit, this update is designed for evaluation facilitators with some Outcome Harvesting experience. We assume some evaluation basics, and we keep the reminders of Outcome Harvesting basics to a minimum. However, we do not assume that you are an Outcome Harvesting expert or that English is your first language. We aim to explain the addition of attitude considerations to Outcome Harvesting in a way that is complete and clear." (Introduction, page 7)

"All aid organisations rely on whistleblowing to find out about corruption and other irregularities; however, significant variations exist in their policies and practices. There is a need to tailor whistleblowing channels to specific contexts, operational environments, and target audiences . while e

Best practices include engaging with trustworthy local organisations for receiving alerts, and relying on locally trained staff for face-to-face interactions. Whistleblowing management processesemphasise the principles of anonymity and confidentiality, security, and credibility, with a victim-centred approach. Yet, some departments in aid organisations lack independence in handling reports, potentially compromising response capabilities and prioritising organisational interests over individuals. Best practices emphasise a 'speak-up' and anti-corruption culture supported by the top management, as well as an ombudsperson providing neutral ethical advice. The ability of aid organisations to ensure whistleblower protection in recipient countries is limited by diverse legal frameworks and power dynamics. Enhancing whistleblower protection would require securing collaboration with legal authorities and offering guidance to potential whistleblowers." (Main points, page 3)

Most countries today are likely to have digital skills strategies under multiple government ministries and departments, such as ICT, digital transformation, education, labour, health, or rural development. This toolkit is intended to assist countries in developing a comprehensive national strategy that reforms and unites individual strategies for enhanced synergies and efficiencies." (Page 3)

t-checking, foreign sanctions, algorithmic adjustments, and counter-messaging campaigns. For each case study, we aim to give policymakers an informed sense of the prospects for success—bridging the gap between the mostly meager scientific understanding and the perceived need to act. This means answering three core questions: How much is known about an intervention? How effective does the intervention seem, given current knowledge? And how easy is it to implement at scale?" ges Gemeindeleben. The resource pack introduces the essential components of the following methods: online surveys; A/B testing; 1-2-1 interviews; focus groups; personas; observations; design sprints; co-creation. Each method is accompanied by a short introduction, a description of how it operates and its advantages and limitations. The guide’s sections include working examples and case studies that demonstrate how these approaches are used in practice as well as links to further resources. The final section focuses on “triangulation,” a recommended approach which brings together a range of methods that allow outlets to transform audience research into a regular and integral part of operations rather than an ad hoc activity."
