"This study has been conducted at Radio Maria Rwanda (RMR) for establishing different challenges related to the management of volunteers at RMR, from recruitment to their retention. eir recruitment process influenced their motivation and the challenges that they faced while they worked at RMR. The descriptive research design adopted both qualitative and quantitative approaches of data collection from a sample comprising 91 volunteers and 4 staff members of RMR. The data collected were analysed by SPSS and Nvivo software. The findings of the study reveal that the process of volunteer’s recruitment and retention at RMR was characterised by several challenges which required strong strategies to overcome them, such as ineffective communication of volunteering needs at this radio station, insufficient documents on the daily management of volunteers, a high number of unemployed volunteers linked to their ineffective identification and selection, insufficient equipment, lack of regular training and evaluation, etc. The study concludes that several people responded to the call of volunteering at RMR but this radio station necessitated more improvements to strengthen its strategies of volunteers’ management for being more efficient and productive. The study recommends that RMR should redefine its internal strategies of volunteers’ identification, screening and selection as well as their regular evaluation, training, equipment and communicating effectively with them." the recognition of participatory, not-for-profit journalism, more diverse discourses and enhanced participation, especially in relation to minorities. This research draws on policy documents at the European level, reports from European projects with community media involvement as well as on interviews with community media activists and journalists. As a result, we can show strategies of bringing peripheral actors to the centre by using community media based on access and participation, social inclusion, giving a voice and media literacy development. The study proposes a model of the role of community media in shifting peripheral actors to more central positions." (Abstract)

rs from marginalised communities all over the world - from garment workers in Bangladesh and people living with dementia in the UK, to quarantined villages covering the Ebola crisis in Sierra Leone. This isn’t intended as a definitive guide. Every context will have its own unique challenges and every organisation will have its own workflows, outputs and audiences. This is an introduction to a framework to make journalism inclusive and empowering and borrows heavily from lessons learned from community organising, service design and the humanitarian sector." tigate the experiences of volunteers from two stations, CHRY in Toronto and Radio Centre-Ville in Montréal. Current Canadian Radio-television and Telecommunications Commission (CRTC) regulations define community radio ‘by virtue of its place in the communities served.’ This article concludes that reducing the engagement and empowerment of volunteers in community radio programming and governance limits the place of community radio in the community. The authors will also identify best practices that are needed to re-centre community radio within the community while ensuring a sustainable non-profit community broadcasting sector." (Abstract)

comes for improving dialogue, livelihood, and participatory communication. This article describes the method developed for the realist evaluation and constructs Context-Mechanism-Outcome configurations from the existing data sets. The realist evaluation represents what took place in a context characterized by conflict, disadvantage and disempowerment through 2 key mechanisms, community-Centered radio and community radio volunteers. Both mechanisms became voices for the voiceless. The community-Centered radio program supported community volunteers to mobilize communities to participate in radio segments, offering opportunities for their voices to be heard on local issues resulting in discussion, provision of services not previously offered, community leaders more responsive to community needs, and coordinated community action that resolved needs." as a new source for media coverage, in addition to their already established role as emergency response supporters. I argue that digital humanitarians can offer a unique combination of speed and safe access, while escaping some of the traditional constraints of the aid-media relationship and exceeding the conventional conceptualizations of citizen journalism. Journalists can find both challenges and opportunities in the environment where multiple crisis actors are assuming some of the media roles. The article draws on interviews with humanitarian organizations, journalists, and digital volunteer networks about their understanding of digital humanitarian communication and its significance for media coverage of crises." "Sector income has increased significantly since the last census was conducted in 2011-2012. Community radio stations collectively generated $103,533,154, including CBF grants, in the 2015-2016 financial year. This represents an increase of 41%, or $30,143,206, over the last four years. While it is

important to note that the inclusion of 57 temporary community broadcast license holders in the sample has contributed to the increase in total income generated by the sector, as these stations reported significantly lower average income per station than permanent community broadcast license holders the effect is not significant. Income growth was strongest across regional and metropolitan stations, with these stations reporting total income 84% and 47% higher than four years ago respectively. Rural stations also grew, while suburban stations reported income lower than in 2011-2012. Youth stations experienced the most significant growth since the last Census, with income growing by 125% between 2011-2012 and 2015-2016. Significant increases in total income were also reported by religious stations, who reported income 82% higher than in 2011-2012." (Page 8)

ition of skills [...] The first workshop for new VEBs was essential for the CBS Radio 95.3 MHz in Buea to motivate community members and community leaders to take ownership of the CBS Radio in Buea as their local community station and experience CBS Radio as a way to communicate with the local population. The workshop motivated community members to produce new programmes including a series on the “co-habitation syndrome” and women rights, family and social counselling, HIV/ AIDS prevention, a programme on the local archives and documentation centre and a programme for students of the University of Buea [...] In conclusion, community-based media face several challenges ranging from lack of financial resources or training capacities to infrastructural problems. Nevertheless, providing a structured introduction to the production of radio programmes benefits the volunteers and the radios through increased commitment and ownership of the communities for the radio station, building a diverse programme structure and thereby contributing to a diverse public sphere, ensuring the building of critical media competences among communities, which usually are not represented in the media." o’s revolutionary potential for development and progressive social change. The findings show that women’s community radio has emerged as a response to women’s marginalization in both mainstream media and in alternative community media, as well as to women’s need to have their own communication means. The findings reveal that Gindiku FM is an outstanding model of a women’s community radio station that has successfully articulated gender and participatory communication to empower rural and poor women living in a context dominated by a Sufy Islamic Order. The findings show that three key factors have contributed to the success of Gindiku FM. The first factor is a clear commitment to integrating a gender perspective in all of their actions and therefore to question gender-based discrimination and marginalization. The second factor is the set-up of a network of 60 rural women reporters and 60 listening groups, in as many villages, as a scheme to ensure women’s inclusion and participation in the radio station. The third factor is the implementation of gendered programming targeting inequality, social injustices, and women’s subordination. The findings of this study indicate that Gindiku FM has produced changes both at individual and community levels. Women have been empowered technically, culturally and socially. The traditional image of a silenced woman, lacking agency and self-esteem, is fading for a new one that is more vocal, dynamic and less entrenched in traditional and patriarchal values. Therefore, Gindiku FM has emerged as a powerful model that can inspire women’s media activists, as well as donors willing to support initiatives in gender and communication for development." The second section presents thoughts on how community media might better serve communities, democracy and development. The third section of the book, that is the forethoughts, focuses on the foreseen or preferred structure, role, funding and management of community radio in Nigeria – a country that is yet to have community radio. In that rather oracular section, contributors look into the future quite counterfactually, imagining and painting the envisioned character of community radio when the Nigerian government finally permits its establishment. The studies and discussions in this book potentially advance the conversations on the role of community media in promoting democracy and development as they affirm, modify or confute some of the known assumptions on the subject." Using an extraordinary array of case studies and examples, from YouTube to online games, from subtitling communities to reality TV, the book is neither a celebration of amateur production nor a denunciation of the demise of professional media industries. Rather, this book presents a critical dialogue across law and the humanities, exploring the dynamic tensions and interdependencies between amateur and professional creative production."
