Initiative (LAVI) and Liberia Media Development (LMD)—and incorporated information and interviews from the Civil Society and Media Leadership (CSML) activity, which predated the PAD. The evaluation determined how USAID activities made progress toward achieving the Project Purpose—Increased influence of citizens in the governance of public goods and services—and provided recommendations to inform development of a future Civil Society and Media strategy.
The evaluation found that the PAD contributed to increasing opportunities for civil society organizations (CSOs) and media outlets to play a “watchdog” role over governance. However, evidence is lacking that (1) CSOs can sustain the coalition approach beyond current USAID support, (2) CSOs can use the coalition approach to mobilize citizens more broadly to engage with government decision makers, and (3) media outlets can increase the quality of news and information disseminated to citizens.
Critical gaps exist in making connections among the three stakeholder groups within governance accountability systems: (1) Political Leaders, (2) CSOs and Media Outlets, and (3) Citizens. A key priority for a future PAD would be to create interactive information and activity loops that better connect political leaders to citizens, using CSO coalitions and media outlets as channels through which citizens directly engage with government institutions." MedMedia supported local stakeholders’ efforts to push forward media reform processes, sparked by the Arab Spring with a view to creating a regulatory environment supportive of media freedom and public trust in mainstream media outlets. It has offered access to expertise and know-how from both sides of the Mediterranean and has facilitated a mutual learning process between media institutions from the Southern Mediterranean. MedMedia’s activities were divided into three complementary components: capacity development for media professionals and institutions based on a bottom-up approach; networking activities involving decision makers and media practitioners; an overview of the media sector for decision-makers and practitioners across the region." nd Journalists Association (SOLJA) and Media Association of Puntland (MAP). Several women journalist associations have likewise participated in the project implementation. This evaluation covers the first phase of the project (2014–2016), including observations from cost-extended first phase trainings arranged in May 2017. The aim of the evaluation is to provide sufficient information about the performance of the project, to identify possible obstacles hindering the expected outcomes, and to provide recommendations for future. Based on the key findings, the project has been relevant, highly effective and efficient. The project has responded to a well-articulated need: the professional capacity of Somali journalists is still relatively low, as is their general understanding of media ethics. The project is relevant and aligns well with national priorities. The project activities have been carried out through collaboration of Finnish specialists and Somali stakeholders in such a way that the project ownership remains in Somalia. The project has been highly effective. As a result of the project, the first multi-camera TV studio in Somalia was constructed with modern news production and editing system. The studio enabled first ever live broadcasting of news in Somalia. The quality of SNTV news production has also visibly improved. Video and sound quality is more professional, news inserts are shorter, more compact and cover a wider range of topics. More investigative programmes and children and youth programmes have also emerged. Close to 400 journalists from across Somalia and Somaliland have taken part in training courses on basic journalism skills and journalism ethics, by far exceeding the project’s initial goal. Furthermore, around 120 representatives from the police, judiciary and key ministries have received training on freedom of expression and respect for media rights. The approach has been ground-breaking by bringing together journalists and security officials and improving their respect for one another. General findings on the cost-effectiveness and efficiency showcase that Vikes has been spending much less than other international media support organizations to provide quality trainings with noticeable results. Yet, as anticipated, the challenging operational environment has also hampered the project implementation. Some activities have been postponed either due to the volatile security situation or logistic delays. Lack of spare parts and technical equipment in Somalia has also hindered the maintenance of the news production studio and affected some of the in-house trainings." (Executive summary, page 3-4)

Media development involves capacity building for institutions or individuals related to freedom of expression, pluralism and diversity of media, as well as transparency of media ownership. Media development plays a role in democracy and effective democratic discourse through supporting free and independent media. We consider that value for money was fairly achieved on this project although there is the possibility to have spent more efficiently by disbursing fund timely and early and avoiding emergency spending/procurement. Many of the respondents did not have details of total financial value of the project, but the general feeling was that the funds expended on the project were well targeted and delivered value for money. In evaluating the effectiveness and reach of the media development project, we find that there has been some improvement in media ethics, transparent licencing, business sustainability and professionalism, though much remains to be done. These include aligning the media role in national development, aligning and improving capacity for business and economic viability, strengthening the MRCG and the SLBC and improving international donor engagement." n focused on the CSM Activity’s programmatic effectiveness and contributions to democratic processes as well as how it affected inclusivity of vulnerable groups. Overall, the CSM Activity worked effectively to influence laws, policies, processes, practices, and services affecting the people of Burma. While some civil society grantees offered recommendations to the government about laws and policies on a national scale, others contributed to action on the local level. All media grantees produced content to raise awareness about priorities of public interest. Some contributed to action by State/Region and local governments, but government entities do not openly recognize media as influencing their decisions and actions. The Activity increased the quantity of content produced by media grantees, particularly in periphery areas, and it had some success in increasing exchange of information between urban and rural areas; however, most examples are not related to Union-level democratic reform issues. The Activity’s influence on an improved media enabling environment has been limited, given the restrictive operating environment and constriction in Burma’s press freedoms." (Abstract)

ndividuals, communities and governments to be better informed and more engaged in tackling governance challenges. Alongside this, BBC Media Action delivered a mentoring programme, initially with six local radio stations, and later with the national broadcaster Kenya Broadcasting Corporation (KBC), which has the largest footprint in the country. Through this work, BBC Media Action aimed to strengthen the capacity of Kenya’s media sector to produce governance programming that supported and mainstreamed the overall objectives of the project at both the local and national level. [...] Sema Kenya contributed to people being more informed about and engaged in politics. Audiences were more knowledgeable about politics, discussed it more with friends and family, felt more confident in their ability to influence political processes and participated more in governance related activities (particularly at the community level) – all factors that support bottom-up accountability. Audiences themselves linked Sema Kenya with these outcomes. This finding was validated by analysis confirming a significant positive relationship between watching or listening to Sema Kenya and consistently higher knowledge, discussion and confidence to engage in politics, even when taking into account other factors that might influence these outcomes (such as education, age and interest in politics). While Sema Kenya’s audience was more likely to participate in politics, qualitative research respondents rarely attributed their actions directly to what they had heard on Sema Kenya. This reflects findings from advanced quantitative analysis (structural equation modelling) that suggests the link between Sema Kenya and increased political participation is indirect and mediated by political knowledge, discussion and self-efficacy. Supported by an extensive network of broadcast partners that stretched across all 47 counties in Kenya, the discussion programme reached an estimated 12.7 million people over three seasons, with a peak audience of 5.7 million in 2013 – the year of the general election. The show also maintained a loyal audience throughout all three seasons, with around half of all those reached annually tuning in for at least every second episode." (Executive summary, pages 6-7)

SIM Activity originally was designed as a comprehensive media assistance program to support traditional and online media outlets, various journalists’ associations in BiH, the Communications Regulatory Agency (CRA), the state regulator for broadcast media, and the Press Council (PC), the BiH self-regulating body for print media, through a $1.0 million small grants program with additional funds for capacity building and resource development. Two years into the Activity’s implementation, Internews and its partners, based on directions from the U.S. Embassy in Bosnia and USAID/BiH recalibrated its media development strategy for BiH and streamlined its tasks into the following components: 1. Support the quality and growth of online media outlets, technologies, and sources; 2. Build the quality of investigative reporting and resources; 3. Develop local capacity expertise and practice in media policy, media law, and media literacy. SIM’s Monitoring and Evaluation (M&E) system employed the International Research and Exchanges Board’s (IREX) Media Sustainability Index (MSI) as the primary indicator to measure the Activity’s overall success, along with other outcome, output, and input indicators.
