start. The New Textbook Policy (of 1991) abolished the state monopoly in textbook production, and a new curriculum for primary school was ready to be launched. Accordingly, there was a need for new textbooks in all subjects. In addition, the former single-textbook system was to be replaced by a multitextbook system, with free choice of textbooks in school (in accordance with the New Textbook Policy). The Pilot Project for Publishing (PPP), 1993-2000, was started as an instrument for implementing the new policy and helping to strengthen the textbook sub-sector. The main aim was to smooth the transition from monopoly to market system in the textbook sector. Thus, the task of the PPP was to transfer responsibility for textbook publishing and distribution step-by-step to local commercial publishers and booksellers. The overall objective of the project was to find new ways to improve the quality of education. The private actors that were introduced into and involved in the project were intended to achieve supply of cheap and good quality textbooks. The purpose of this evaluation is to show whether and, if so, how the quality, availability and cost of school textbooks have been improved by the PPP." (Executive summary, page vii)

In der Lehr-Redaktion wurden die Bedingungen professioneller Fernsehredaktionen simuliert und die journalistischen Darstellungsformen des nonfiktionalen Fernsehens erprobt. Parallel zu dieser medienpraktischen Arbeit wurde das Projekt einer intensiven Evaluation unterzogen, deren Ergebnisse zugleich in den Aufbau der Lehr-Redaktion sowie die Entwicklung des curricularen Leitfadens eingeflossen sind. In the period reviewed for this evaluation, the work of INASP-Health has contributed to the improvement of access to reliable, relevant information for health professionals in developing countries. such, represents the first step towards facilitating ICT-enabled development in developing countries. Once a Country Programme is underway, a Roundtable workshop is generally held each time a new sector is added. During the period 1998 to 2003, a total of 22 Roundtable processes were facilitated. They generated ideas for 139 locally owned ICT projects in the health, good governance, education, livelihood opportunities, and environment sectors. This booklet is the result of an evaluation of the Roundtable process between 1998 to 2003 based on quantitative and qualitative indicators. The findings are relevant for all those involved in facilitating ICT for development initiatives, particularly decisionmakers in organisations for development cooperation, local policy-makers, practitioners in organisations working with ICTs for development, and the donor community. Following an introduction to the concept of ICT-enabled development and an acknowledgement of the growing recognition in development circles of the important role that ICTs can play in Poverty Reduction Strategy Papers, the booklet goes on to describe how the Roundtable process works. The Roundtable process is then placed within the context of the seven guiding principles that guide IICD’s holistic approach to ICT-enabled development: Demand-responsiveness; multi-stakeholder involvement; local ownership; capacity development; partnerships; learning by doing; and embedding ICT projects at the sector level. Empirical examples from different countries are also provided throughout the booklet.
