Publishing Programme (ILPP) is a government-sponsored initiative that aims to improve this situation. This article assesses the impact and sustainability of the ILPP as an attempt to represent the official languages more equally in the publishing industry. Our study, based on an analysis of documents and interviews, found that the national language and book policies have not been well implemented, which is a failure in terms of reaching constitutional ideals. Moreover, despite the ILPP being an attempt at creating language equality, the initiative seems not to be sustainable because it is reliant on external funding. The Department of Arts and Culture (DAC) is not willing to fund such a project on an ongoing basis, which puts the programme’s longevity at risk. As a result, the ILPP’s influence remains limited. The minority languages remain under-represented and this raises questions about whether there is in fact a viable market for books in all of the South African languages." (Abstract)

Je relève par ailleurs que cette période correspond à la mise en place du plan d’ajustement structurel (PAS) par les institutions dites ‘de Bretton-Woods’. Dans les années qui suivront, le secteur éditorial sera un des premiers touchés par les mesures d’austérité imposées par les bailleurs internationaux [...] Comme je l’observe, le don de livres importé par une diversité de structures occupe une place historique en Afrique francophone, participant à l’omniprésence de l’édition du Nord. L’édition africaine se trouve alors réduite à la portion congrue de 10% des livres présents en librairies. Idem pour le livre scolaire, monopolisé à plus de 80% par l’édition étrangère, essentiellement française. Un des arguments prioritaires du don de livre en Afrique, c’est qu’il n’y a pas (ou pas assez) de livres. C’est en fait, peut-être, l’inverse: il y a un monopole du livre étranger qui ne permettrait pas au livre africain de rayonner suffisamment pour être connu/reconnu dans le monde. Le don serait donc la ‘fin de chaine’ d’un processus de minorisation: il contribuerait à la sous-représentation documentaire, voire à la dévalorisation des productions africaines, véhiculant l’image d’un continent de friche éditoriale… Mais tout comme cette vision est simplificatrice, il est réducteur de limiter le don à un processus strictement inégalitaire et partie prenante d’un système économique et idéologique de domination culturelle: c’est précisément cette diversité du don qui en rend l’analyse passionnante. Dans cet article, je propose une analyse des pratiques de don et de ses différents visages en Afrique francophone. Comme je le montre, son évolution est intrinsèquement liée à une histoire institutionnelle et aux relations de coopération développées entre États africains et bailleurs internationaux, depuis le matin même des Indépendances (fin des années 50/début des années 60). ion philosophy, selection policies, their methods of shipping and local distribution, the quantities of books they are shipping annually, as well as their processes of monitoring and evaluation. A total of 12 of the leading book donation organizations – in the UK, the Netherlands, the USA, and in South Africa – are individually profiled. (Organizations in Belgium and in France, operating in the francophone countries of Africa, are analysed by Raphaël Thierry in part II of this study.) A number of small-scale book donation and library support projects are reviewed separately, as are digital donations in the form of e-reading devices preloaded with e-books. The article aims to provide a balanced account, presenting a variety of viewpoints about both the benefits and the potential negative consequences of book aid. In particular, the study seeks to find out how many African-published books are included in current donation schemes. As part of a review of the recent literature on the topic, I examine the ongoing debate between the proponents of book donation schemes, and those who disapprove of the programmes; who maintain that they are not meeting the needs of the recipients and the target countries for the most part, and have an adverse impact on the local publishing industries and the book trade. The article also questions why large scale book donation programmes should continue to be necessary today, after millions of books have been shipped and donated to African libraries, schools and other recipients every year over the last three decades or more. It examines the status and role of chronically under-resourced African libraries and, in the absence of adequate government support, their continuing dependence on book donation programmes and other external assistance." Not all of them have been successful, and there have been many setbacks and disappointments too, notably APNET, but it is vital to build on the gains. While both governments and donors have heavily invested in education over the years, support for the book sector and library development, paradoxically, has remained quite dismal for the most part. Sadly, thirty-five years after the Ife conference, most African governments still don’t seem to appreciate that a flourishing book and reading culture is central to, and an indicator of, development in any country."
