The program attracts and grows a network of technologists, coders, educators, scientists, journalists and activists who are committed to advancing Mozilla’s mission. It also found that impact has been limited by a lack of clarity and communication around how program design and theory of change inform one another. Those surveyed felt that making the connection explicit would help the ecosystem and participants have clarity around the intentions of Mozilla’s work, crystalize strategy internally and externally, and help the foundation develop more effective impact measurements. Respondents indicated that the strengths and challenges of the F&A program were largely consistent across program tracks, types and models. This finding indicates that individual F&A programs have more in common than the team currently acknowledges, and that the different programs ultimately offer similar experiences to funding recipients." • El Kul helps to promote social cohesion and acceptance of diversity: 93% agreed or strongly agreed that El Kul represents Libyan society in its diversity, and 45% could recall examples of El Kul content demonstrating Libyans taking actions that contribute towards peace and reconciliation. They mentioned for instance recalling content showing individuals taking part in reconciliation or peace initiatives at the local/ community level or doing acts of solidarity between different regions or groups. Participants also reported that El Kul content prompted interest in understanding more about different ethnic groups and regions in Libya.
• El Kul supports women’s empowerment: Participants said that El Kul publishes useful content on women’s rights, issues and experiences. They said this made them think differently about the role of women in society and the violence and discrimination they experience. Two-fifths (42%) of survey respondents reported speaking in support of women’s empowerment/equality, and 26% of these said that they were strongly encouraged to do so by El Kul." (Key findings)

that Google launched throughout Europe in 2015 and whose core element was the 150-million-euros Digital News Innovation Fund that the company used to promote innovation projects from 2015 to 2019. Examining the political context of these funding programmes reveals that Google’s initiatives consistently came about in response to growing political pressure, which the company’s managers describe as a “wake-up call” to the corporation. One key issue is the debate surrounding the introduction of a “Google tax” and an ancillary copyright law. Using publicly accessible sources, newspaper articles, press releases, and discussions with industry representatives and Google, the present study sets out how the French Fund and the European DNI became a global undertaking from 2018: the 300-million-dollar Google News Initiative (GNI) [.] the typical beneficiary of a DNI grant was an established, for-profit, western European publisher. Non-profit media and journalism start-ups were not the focus of funding. Across Europe, some three quarters of the funding millions went to commercial media organisations, the largest share – 21.5 million euros – to Germany. Only four of the 28 large projects to receive funding of more than 300,000 euros in Germany were at regional publishers. At the other end of the spectrum are major publishing empires such as Dieter von Holtzbrinck Medien, Funke Mediengruppe, and Gruner + Jahr, each of whom received between 3 and 10 million euros. More precise figures cannot be provided, since neither Google nor the majority of recipients espouse transparency regarding specific funding amounts." (Summary, page 89-90)

pment objectives, digital technologies such as mobile phones and social media are radically altering the landscape of Media Assistance. In Africa, where mobile phones are heralded as a “gift to development”, donors have been exploring the potential of these tools to achieve their development objective. As a consequence, the area of ICTs for Development (ICT4D) has flourished. At a time when the narrative in the western media has been of an “Africa Rising” and of techno-determinism, this research asks whether these digital technologies are indeed being used to achieve Media Assistance objectives in practice. If they are being integrated into media development programmes – or even replacing media development programmes - to what level of success? To answer this question, the thesis focuses on two countries in East Africa – Kenya and Tanzania – and interviews 40 stakeholders working in media assistance in these countries. The research finds that in fact many projects continue to use traditional methods. This is due to issues such as the digital divide, technical literacy, and continuing preference for traditional media by wider populations in these countries. Furthermore, the study notes that the virtual public sphere facilitated by the internet is not accessible to all, nor is it an ideal public sphere. Finally, citizens of these countries, the research finds, do not necessarily use these technologies for participation or accountability ends. Thus, despite widespread diffusion of technologies such as mobile phones in both these countries, there is still an important role for traditional media development approaches to achieve donor objectives in the new information ecosystem." DA). In principle, media assistance aims to improve freedom of speech and freedom of press, and in longer perspective to contribute to the consolidation of democracy. Poland is involved in supporting pro-democratic changes in Ukraine, including media assistance, on the basis of development cooperation act (2013), multiannual development cooperation programmes (2012–2015, 2016–2020) and annual plans (2007–2017). In years 2008–2013 the support for Ukrainian media was maintained and intensified in 2014–2016 in connection with the implementation of ‘Poland-Canada Democracy Support Program’ dedicated to media assistance and local governance assistance. After the expiration of this program, no more funds were allocated by MFA in 2016–2017 to NGOs activities aimed at promoting the development of independent media. A first bilateral Polish-Ukrainian project concerning new media assistance and financed by Polish Aid was financed in 2012. Since then, NGOs started to include digital literacy and new technologies in projects’ proposals. The trainings of journalists in e.g. new online tools or direct support for establishing digital media outlets were continued until 2016. Six out of eleven media assistance projects implemented within ‘Poland-Canada Democracy Support Program’ responded to the need of strengthening online media and improving journalists’ skills. Poland seemed also to target its media assistance regarding the needs of Ukraine as recipient of aid. Such tendency was visible on the example of shifts of beneficiaries in 2014–2015. While before the outbreak of armed conflict between Ukraine and Russia Polish support had rather nationwide character, in 2014–2015 many projects concentrated on delivering aid to journalists and media from Eastern Ukraine. The vast majority of project was addressed to professional journalists gaining experiences in working online, while there was no significant interest in empowering Ukrainian bloggers or citizen journalists."
