This is probably the first comprehensive annotated bibliography on communication policy and planning. The literature on this area is not very large. Books, journal articles, and reports dealing exclusively with communication policy and planning issues are very limited in number. In most cases the policy and planning problems are discussed in the context of other communication problems. Therefore, the selection of items for this bibliography has been somewhat eclectic reflecting our preference, experience, and access to the general literature on communication and development. We limited our search to English language literature on communication that focuses on communication and development." (Preface)
