Unionizing remains unpopular among journalists in the country and without protection mechanisms, journalism in BiH risks becoming even more unstable. • Reports of attacks and violations of journalists’ rights have increased in recent years, reflecting a decline in BiH’s rankings on media freedom indexes. • Despite rapid technological advancements, including the emergence of generative artificial intelligence, the media lack guidelines for their use or studies addressing potential abuses in the media. The growth of media outlets does not necessarily improve media pluralism, but could lead to smaller newsrooms, increased workloads of journalists and less quality journalistic content. • Print media has been on the decline, and the country’s major political weekly magazines have ceased publication. Without strategic interventions, print media operations will be difficult to sustain in the future. • Media ownership transparency remains unregulated further aggravating media capture. Media outlets are predominantly owned by companies or individuals with business interests beyond the media sector. • The advertising market has grown slightly in recent years, likely influenced by inflation. The State of Media Development: Eastern Europe and Central Asia

These challenges are further compounded by growing polarization, opaque platform-dominated markets, and increasingly repressive legislation. As a result, many media organizations are being forced into untenable choices between defending press freedom and investing in innovation and content production. Despite these pressures, the study emphasizes the resilience and adaptability of local media actors. Donor support remains meaningful in key areas such as institutional strengthening, coordination, research/learning and promoting local ownership. However, the report stresses that financial support alone is not enough — it calls for sustained, principled, and coordinated engagement. As one interviewee noted, “We don’t want to end up in a situation where we’re forced to sacrifice one principle over another — but in this region, that’s already happening.” While panic is not a strategy, inaction risks deepening the crisis. This report provides clear guidance for donors and implementers to reinforce media ecosystems and protect public interest journalism. If we were to summarize the key recommendations of this report, they would be: – Ensure sustainable core funding: Core support is essential to respond to crises and reduce reliance on politically influenced or commercially driven content. – Invest in long-term tech innovation: Fragmented, short-term digital investments fall short. Donors must coordinate support for scalable, sustainable digital strategies and help reclaim advertising revenue. – Address local media gaps: In many areas, television remains dominant while digital capacity lags. Fund initiatives that reinforce local democratic discourse and reduce polarization. – Strengthen legal and safety protections: Small and exiled media face legal threats and security risks. Long-term investment is needed in legal reform, journalist safety, and operational resilience. – Prioritize local leadership and inclusion: Donor reliance on international actors often sidelines capable local organizations. Local voices must be centered in strategy, funding, and implementation. Finally, it’s worth noting that the regional findings are based on a focused but insightful sample: 13 organizations from Eastern Europe and Central Asia participated in the survey (as part of the global survey), alongside 10 key informant interviews. Emerging Media Structures, Media Policy and the Challenge of Disinformation in Post-Assad Syria

The study is based on field research conducted in Damascus in September and November 2025, semi-structured interviews with approximately 60 stakeholders —including government officials, journalists, and media experts from eight Syrian cities— in-depth desk research, social media analysis and a focus group discussion with Syrian media professionals held during a workshop in Amman [...] Within this broader context, the Syrian media landscape is undergoing significant transformation. State media institutions, such as the television channel Al-Ikhbariya, the news agency SANA, and the newspaper Al-Thawra, have adjusted their editorial lines and now largely support the new government, with limited critical coverage. The state media sector employs an estimated 7,000–8,000 staff, but displays pronounced salary inequalities between long-standing employees and newly appointed executives from Idlib. Media outlets funded by Qatar, including Syria Now and Syria TV, have gained prominence due to their close alignment with the new authorities. While some exile media outlets have begun to return to Syria, local and independent media organisations continue to operate under precarious financial conditions. In the Kurdish-controlled northeast of Syria (AANES), an autonomous media system persists, though it has been severely affected by the withdrawal of U.S. funding. Disinformation represents a central challenge in the Syrian media and information environment, particularly given the dominance of social media and messaging platforms as primary news sources. The study identifies multiple actors involved in coordinated disinformation campaigns. These include remnants of the former regime (Foloul), who seek to destabilise the transitional authorities as well as foreign actors—for example Russia, Iran, Israel and Turkey—that pursue their own geopolitical interests partly through coordinated campaigns; and ISIS propaganda, which routinely calls for attacks on Alawites, Shias, Christians, Druze, Kurds, and other groups it casts as enemies. Most of the various ethno-religious communities are both targets and producers of disinformation. Competing narratives centred on victimhood, revenge, and revisionism have contributed to cycles of mistrust and fear. Disinformation, hate speech, and propaganda are primarily disseminated via Facebook, WhatsApp, and Telegram. Based on these findings, the study proposes five policy recommendations: (1) the establishment of a Syria Media and Disinformation Observatory to monitor and analyse disinformation trends; (2) the development of a context-sensitive media literacy toolkit; (3) sustained international funding for public interest media; (4) cross-regional professional networking and training programmes for Syrian journalists; and (5) youth-focused initiatives aimed at promoting social cohesion. The study concludes that the future development of a pluralistic media system in Syria will depend largely on internal power dynamics within the ruling elites, particularly the balance between ideological hardliners and more pragmatic actors." Channels with national frequencies often align their narratives with the government’s or ruling party’s agenda. • The state and ruling party demonstrate tendencies to control the media. This is evident in the newly updated law that allows business companies engaged in electronic communications, such as the state-owned Telekom, to own media outlets. Additionally, findings indicate that some media owners at the local level are connected to the ruling party. • Media financing is often misused to encourage biased reporting. Public calls for funding are corrupted by GONGO media organizations, which prioritize funding pro-government outlets; state advertising is not regulated by law, and the media community was left out of the discussion on new advertising laws; despite receiving the majority of its budget from citizens’ subscriptions, the national public broadcaster RTS is still perceived as one of the most progovernment outlets in the country; foreign donors, including the EU, US and UK, provide significant financial support for media projects in Serbia, but there is no transparent data on the total amount of money donated. • National minorities are represented through media outlets funded by National Councils of National Minorities. However, journalists from some of these media outlets work under political pressures and engage in self-censorship. National minorities living in the northern province of Serbia, Vojvodina, are also served by the provincial public broadcaster RTV. RTS does not provide content in the languages of the Bosnian, Vlach and Bulgarian communities in Serbia’s eastern and western regions. Romani and Albanian communities are represented on RTS, but the amount of content is minimal. • Television is the most commonly used source of news and information, with citizens watching up to eight hours of television daily. The most-watched TV news programmes are central-informative political shows on channels with national frequencies, which are widely considered pro-government. • Only 30% of Serbian citizens trust the media. Support emerging organizations: Continue funding and supporting small, locally impactful organizations, rather than focusing on large ones only. 8. Simplify administrative procedures: Reduce administrative burdens through standardized proposal templates and allocate a percentage of funding to administrative costs to ensure effective management. 9. Este estudio identificó que la región sufre de una falta básica de información pública sobre la fauna silvestre de la región y las opciones para su manejo sostenible. Esta ausencia contribuye a que se cometan delitos ambientales. En las comunidades investigadas, se identificaron al menos dos tendencias de desinformación durante el período analizado. Del total de cuestionarios aplicados 45% afirmó haber recibido información falsa sobre la caza legal e ilegal; 32% recibió información falsa sobre especies en peligro en la región. 2. La televisión y la radio mantienen una alta audiencia, pero ofrecen poco contenido regional y sobre fauna silvestre. En Orellana y Pastaza, los medios tradicionales como la televisión y la radio siguen teniendo una alta audiencia. Según los datos, el 57,4% de los encuestados afirmaron ver la televisión con cierta frecuencia, mientras que el 45,3% escuchan la radio regularmente. Las emisoras más vistas por el público encuestado fueron: 13% Teleamazonas, con sede en Quito; 13% Pastaza Tv, con sede en Puyo. En cuanto a la radio, las emisoras más escuchadas fueron: 22% Radio Mia; 19% Radio Cumandá. Pese a la alta audiencia, los encuestados señalan que los medios tradicionales carecen de información sobre Orellana y Pastaza y sobre la fauna silvestre de la región, reproduciendo contenidos nacionales y abordando con poca profundidad temas locales, sin satisfacer las necesidades de las comunidades. 3. Orellana y Pastaza demandan información local y contextualizada sobre la Amazonía. La investigación identificó temas sobre los cuales las personas desean tener más información. Se resaltó la necesidad de temas locales sobre la Amazonía y su relación con la fauna silvestre, además de temáticas ambientales en general. Entre los temas que recibieron un mayor número de menciones se encuentran: 47,96% Noticias sobre la Amazonía, 15,72% Noticias sobre Temas Ambientales, 13,36% Noticias Generales Nacionales, 13,21% Noticias sobre Fauna Silvestre. 4. Las barreras económicas limitan el acceso a la información por internet en las comunidades indígenas. En las comunidades indígenas de Orellana y Pastaza las barreras para acceder a la información son principalmente de naturaleza económica. Según las entrevistas, no hay recursos para la instalación de infraestructura para la conexión a internet en las comunidades, y el acceso a las noticias por este medio solo ocurre cuando las personas viajan a la zona urbana, donde la conexión es mejor, o cuando se desplazan a infraestructuras petroleras, que disponen de acceso a internet. 82,19% de los residentes de la zona rural encuestados, afirmaron tener algún grado de dificultad para acceder a la conexión de internet. 5. La radiotransmisión y la comunicación presencial son los principales medios de información entre las comunidades rurales. Ante la falta de recursos para acceder a internet, las radios transmisoras existentes son las principales fuentes de intercambio de información entre las comunidades indígenas de la región. Para esto, ambas comunidades necesitan contar con dispositivos de radiotransmisión. Cuando la comunicación por radio no es posible, o si una de las comunidades no tiene un transmisor de radio, el contacto entre comunidades y el intercambio de noticias importantes se realiza de forma presencial. Facebook is far and away the dominant platform for media and news engagement. YouTube, Instagram and particularly Telegram are growing in popularity as key platforms. Print media consumption has declined significantly, while the extensive network of regional media and the fragmented diaspora media ecosystem struggle to capitalize on their theoretical audience potential. ● Identifying effective financial sustainability models must be prioritized if outlets are to operate more strategically and maintain their editorial independence. Independent media outlets struggle to establish longer-term viability as they are at the mercy of project-based donor funding, a volatile and fickle advertising market and politically aligned private backers. Consequently, the most accessible outes to financial sustainability often clash with the core goals and ethos of independent media as they require sacrificing a degree of editorial independence. This can take the form of either compliance with a political bias or the thematic priorities of international donors, which may or may not align with the thematic priorities of Armenian audiences. The general absence of core institutional support from these donors leaves these outlets vulnerable, as their financial stability is often tied to the success of individual initiatives rather than long-term structural backing. According to those interviewed, advertisers are increasingly looking to work directly with media platforms and individuals, entertainment-focused influencers, while tightened regulation around gambling advertisement has negatively impacted the revenue of a broad spectrum of media outlets (these companies were frequent advertisers on news sites). Additionally, Armenian media consumers are largely unwilling to spend money on media content without clear added value, and even with added value the ceiling for contributions appears to be low. ● Developing an understanding of how to build trust with audiences, avoid or be resilient to politicization, and facilitating positive attitudes toward media freedom will be essential for the health of both individual outlets and the media ecosystem. Polarization, declining levels of trust, and increasing doubts over press freedom are concerning trends across the entirety of the Armenian information ecosystem. Foreign and domestic disinformation compound an existing crisis of trust in the media among Armenian audiences, who perceive a near-total lack of objective information and reporting. Reliance on person-to-person networks for information sharing exacerbates echo chambers within Armenian society and prioritizes personal trust in a way that poses a challenge for independent media. The Armenian media ecosystem reflects the intense political polarization that exists in society at large, while independent outlets also regularly fall victim to often undue public criticism by aggrieved political actors. As a result, audience perceptions of media freedom in Armenia appear to be becoming more negative than the relatively positive picture presented by international indices."
