"The trade publishing sector in South Africa produces books primarily in English and Afrikaans, which is not representative of the spread of languages spoken in the country. In particular, there are very few books published for general readers in the local African languages. The Indigenous Language

Publishing Programme (ILPP) is a government-sponsored initiative that aims to improve this situation. This article assesses the impact and sustainability of the ILPP as an attempt to represent the official languages more equally in the publishing industry. Our study, based on an analysis of documents and interviews, found that the national language and book policies have not been well implemented, which is a failure in terms of reaching constitutional ideals. Moreover, despite the ILPP being an attempt at creating language equality, the initiative seems not to be sustainable because it is reliant on external funding. The Department of Arts and Culture (DAC) is not willing to fund such a project on an ongoing basis, which puts the programme’s longevity at risk. As a result, the ILPP’s influence remains limited. The minority languages remain under-represented and this raises questions about whether there is in fact a viable market for books in all of the South African languages." (Resumo)

"The three case studies depict a range of repressive efforts that are calibrated to achieve particular ends. Sometimes, the authorities choose to co-opt independent voices. In other instances, the regime may create new government-backed versions of media initiatives or civic organizations which mimi

c the form but not the substance of their authentic counterparts. Some techniques emphasize regulatory controls, while others utilize economic or financial pressure. All three regimes rely on broadly worded laws to punish critics and encourage self-censorship. State-run media remain dominant sources of information for most of the population in each country, and are used by the authorities as a weapon to tarnish and subvert the work of civil society activists and independent journalists." lmente entre as décadas de 1960 e 1990, vêm sendo desafiados por práticas novas ou adaptadas, influenciadas, entre outros elementos, pela introdução de recursos digitais. A segunda, descreve a amostra utilizada.

"We asked writers and researchers to examine the quality of coverage and to highlight reporting problems as well as good work. The conclusions from many different parts of the world are remarkably similar: journalism under pressure from a weakening media economy; political bias and opportunism that

drives the news agenda; the dangers of hate-speech, stereotyping and social exclusion of refugees and migrants. But at the same time there have been inspiring examples of careful, sensitive and ethical journalism that have shown empathy for the victims. In most countries the story has been dominated by two themes – numbers and emotions. Most of the time coverage is politically led with media often following an agenda dominated by loose language and talk of invasion and swarms. At other moments the story has been laced with humanity, empathy and a focus on the suffering of those involved." (Introduction, page 5-6)

"This is a book about free speech narratives. Stories about how imagination and rational thinking in wildly different cultures capture, imagine, and conceptualize what freedom of speech means. 1989 and 2011 are only two recent (in historic perspective) turning points when freedom of speech and freed

om of the press emerged, or at least powerful efforts were made to support its emergence, although disheartening backlashes followed in several countries. This book also tells many other free speech narratives that emerged, or evolved outside the frames of 1989 and 2011, also with several troublesome repercussions. The fall of the Berlin wall in 1989, the year of largely velvet revolutions (in the words of Vaclav Havel), brought freedom of speech to Central Europe and Eastern Europe. It also increased the hope that freedom of speech and democracy can prevail in more and more countries on the earth. This book examines, in some historic perspective, to what extent this hope has become reality since and prior to 1989, also in light of the Arab revolutions of 2011." (Introduction, page 1)
