mes of transnational memory represents a “hard” aspect for theorization. Then, drawing on the work of Kurasawa (2007), I propose to approach transnational memory as a crucial component of the project of global justice. Kurasawa stresses the importance of conceiving of human rights not as ontological attributes that we enjoy as members of humankind but as a set of practices, “capacities that groups and persons produce, activate and must exercise by pursuing ethico-political labor.” After sketching the sociopolitical context of the Mexican “War on Drugs,” I analyze the transnational memory work in this case in three different initiatives: the work of the Interdisciplinary Group of Independent Experts (GIEI for its Spanish initials), the Forensic Architecture online platform “The Ayotzinapa Case: A Cartography of Violence,” and the initiative Ayotzinapa: Visual Action. Read together, these actions cover a spectrum of actors—intergovernmental organizations, research centers, activists, and artists, as well as different dimensions: legal, forensic, aesthetic. This MIL INDEX study addresses five dimensions of Media and Information Literacy (MIL) according to DW Akademie’s MIL model: access, analysis, reflection, creation, and action. The focus groups conducted for this study reveal that there is a rural/urban divide in terms of access and use of media. The more rural (and older) groups use radio and television on a regular basis, while the more urban (and younger) groups tend to regard traditional media as yesterday’s media. This shift is in line with the rise of social media. Information uptake is coincidental and journalistic content is intermingled with all sorts of trivia when consumed in social networks. Smartphones are regarded by many as a substitute for newspapers, radio, and television. Amongst those who continue using traditional media, radio is turned to more often for information while TV is regarded more as an entertainment medium.
Considering analytical skills, there is a certain disenchantment of the Namibian youths with journalistic media, the reporting being considered not close enough to the interests and issues of the youth. But it was interesting to find that the focus group participants’ appraisal of media in terms of trustworthiness is the exact opposite of their consumption patterns. While the discussions documented frequent use of social media these are evaluated as least trustworthy, whereas newspapers are rated highly on the trustworthiness scale but were hardly ever read. There is an awareness of the ambivalent quality of news and information on social media, but the youths cannot always name sources they consider produce high-quality information.
The results in the reflection dimension are ambivalent. The youths can recount numerous cases of cyberbullying and disinformation (“fake news”). But the accompanying survey shows that while they reject hate speech and disinformation, there is a certain willingness to accept cyberbullying as given. This is echoed in the focus groups where participants’ advice is often to ignore hateful messages, rather than do something about them. However, the groups do discuss many other strategies in coming to terms with and combatting cyberbullying and disinformation. Rarely do they reflect the motivations that lie behind such behavior. It was also interesting to note that disinformation is mainly discussed with regards to online rather than traditional media." (Executive summary)

ve, the reference to ‘hate’ does not always seem justified. While many different motivations and affects can be involved, and hatred on the part of the sender is surely one of them, other motivations exist too (as considered for instance in chapters two, three and seven). The term is thus both too broad and too narrow in its seeming attribution of motives. Feminist scholar Emma Jane has introduced the term ‘e-bile’, which is useful, but particularly designed for the specific category of misogynist and objectifying comments addressed to women online. We propose online vitriol as a term to think about this phenomenon, because it stresses both the violent and the uncontrollable aspects of the phenomenon and its typical excesses, such as shitstorms, and speech acts that silence, threaten, or harm others [...] Online vitriol seems to be a particular product of the Web 2.0, the ‘participatory’ or ‘social web’ that has evolved since the early twenty-first century, and that revolves around ‘user-generated content’ and conceives of the web as a space of interaction, rather than a collection of static sites where one can read information. The term ‘Web 2.0’ was coined in 1999 by Darcy DiNucci in an article prophetically titled ‘Fragmented Future’. Fragmentation does indeed seem to be one of the key aims and effects of online vitriol enabled by the interactive structure of social media platforms. In recent years particularly, online vitriol has come to serve political powerplay, with actors often operating from a stance of victimhood and supposed powerlessness, while at the same time attracting considerable attention, visibility and influence." The article is based primarily on an explorative group interview with four young people from a Year 8 class in a multilingual lower secondary school in Denmark. The youth have Somali and Afghan background, consider themselves practicing Muslims and can be described as ‘religious heritage learners of Arabic’ (Temples 2013). The article explores the quranic app practices of the young people as reported in the interview and shows how the young people use the quranic apps to engage with the sacred text of the Quran in different ways, with different objectives and drawing on different languages. Building on Rosowsky’s (2008, 2010, 2012, 2013, 2015) research on faith literacies, the analysis reveals that the young people have radically different understandings of that it entails to ‘read the Quran’ and that their quranic app practices vary greatly, but also that their choice of app is consistent with their stated objectives, priorities, preferences and practices. The different quranic app practices thus all appear meaningful, consistent and legitimate. Based on the analysis, the article calls for further investigation of young people’s quranic app practices." The prison library supports prisoners in reflecting on their current situation and in planning for their life once released. It is also one of the few places where prisoners can feel relaxed and be confident that their requests will be attended to. Prison libraries provide a window to the world. By working closely with organizations outside the prison environment, they provide a bridge to culture, events and services beyond the prison walls. ful of countries mainly in the Nordic region (Norway 34%, Sweden 27%) while the number paying in the US (16%) remains stable after a big jump in 2017. • Even in countries with higher levels of payment, the vast majority only have ONE online subscription – suggesting that ‘winner takes all’ dynamics are likely to be important. One encouraging development though is that most payments are now ‘ongoing’, rather than one-offs. In some countries, subscription fatigue may also be setting in, with the majority preferring to spend their limited budget on entertainment (Netflix/Spotify) rather than news. With many seeing news as a ‘chore’, publishers may struggle to substantially increase the market for high-priced ‘single title’ subscriptions. As more publishers launch pay models, over two-thirds (70%) of our sample in Norway and half (50%) in the United States now come across one or more barriers each week when trying to read online news. In many countries, people are spending less time with Facebook and more time with WhatsApp and Instagram than this time last year. Few users are abandoning Facebook entirely, though, and it remains by far the most important social network for news. Social communication around news is becoming more private as messaging apps continue to grow everywhere. WhatsApp has become a primary network for discussing and sharing news in non-Western countries like Brazil (53%) Malaysia (50%), and South Africa (49%). People in these countries are also far more likely than in the West to be part of large WhatsApp groups with people they don’t know – a trend that reflects how messaging applications can be used to easily share information at scale, potentially encouraging the spread of misinformation. Public and private Facebook Groups discussing news and politics have become popular in Turkey (29%) and Brazil (22%) but are much less used in Western countries such as Canada (7%) or Australia (7%). Concern about misinformation and disinformation remains high despite efforts by platforms and publishers to build public confidence. The English-language team branched out to Lagos, Nigeria, in November 2016 with Nairobi in Kenya following in January 2017 [...] Here’s what I learned about the contribution of social media to Africa Check’s website traffic: The data shows that in each year there were a few “blockbuster” articles after which engagement tailed off. Engagement on social media site Facebook comprised the overwhelming majority of likes and shares of Africa Check content with Twitter trailing far behind; Facebook has become less and less important in driving traffic to Africa Check’s website, as has been the case for major brands and publishers all over the world. For all but one article in the top ten lists of 2015 and 2016, most views came from Facebook; it dropped to two in 2017 and three in 2018; In most cases where Twitter was the biggest source of traffic, the average time users spent on the page was higher than the time it should theoretically take to read the piece; Content engagement showed a major jump from 2015 to 2016, reflecting the rapid growth of Africa Check in that year. the First President of the Republic of Kazakhstan-Elbasy. Another popular television channel, NTK, is owned directly by a Nazarbayev family member. Nazarbayev resigned in March 2019, but political analysts say that he did so to be able, before he dies, to supervise a smooth transition to a new regime that will continue his policies, ensuring centralization of political control and preventing criticism of authorities as Nazarbayev did during his 29-year tenure. When it comes to online news, the Government owns three of the 10 most visited websites: Kazinform.kz, Bnews.kz and 24.kz. In fact, none of the most popular news portals in Kazakhstan are independent and truly free of government control. For example, TengriNews.kz, one of the most read news websites is owned by the company Alash Media Group, which is known for promoting a strong pro-government narrative.
The foreign influence in Kazakhstan’s media landscape is limited as foreigners can own only 20% of a media company. That being said, the Russian influence in the Kazakh media is notable. The most popular television channel in the country, Eurasia, jointly owned by the governments of Kazakhstan and Russia, is known for promoting a heavy pro-Russian agenda on world affairs. Another popular television channel, Channel 31 (31 Kanal) is co-owned by Bulat Utemuratov, a wealthy local businessman, and the Russian-funded STS Media Holding. Kenes Rakishev, another entrepreneur, owner of Channel Seven (Sedmoy Kanal), is also a partner in Fastlane Ventures, a prominent Russian venture fund that usually invests in internet companies.
The Government is by far the largest funder in the media, with over €144m spent in cash dished out to media companies in 2017, more than the overall ad spend in Kazakhstan, according to industry estimates. Most of the government funding goes to government-owned media companies or privately held outlets that show support of the Government. For example, in television, the biggest chunk of government cash is spent on financing Khabar and Qazaqstan, two government-owned channels.
In such a centralized media environment in which the Government plays a disproportionately big role, there is hardly any space for independent journalism. Owned by a civil society activist and journalist, Vlast.kz is arguably the sole truly independent news website among the 10 most visited websites in the country. There are other independent news media such as Azattyq, the local service of Radio Free Europe/Radio Liberty, but their audience is much smaller." (Page 4)
