"This guide aims to bring together the most relevant literature on media development cooperation, be it of practical or academic nature and regardless of its ideological background. Included were publications which: focus on media development, i.e. the development of an professional, independent and

sustainable media sector (and not on development communication, i.e. the use of media as communication channel for development issues); address explicitly the role of foreign assistance in media development; handle a clearly defined issue coherently; are based on various programmes or projects and not just on one isolated project experience; have been publicly available and have been published since 1990. From more than 600 reports, strategy papers and other writings on media development cooperation at the Catholic Media Council (www.cameco.org/library), the Communication Initiative (www.comminit.com/en/mediadev.html) and the Center for International Media Assistance (http://cima.ned.org) I identified 300 publications which met these criteria and which are included in this literature guide. To enhance the practical use of this publication, in addition I selected 30 “Top Titles” which may be considered key publications in terms of their comprehensiveness, practical usefulness or academic relevance." "What is clear from the Research ICT Africa (RIA) Household and Individual Access and Usage Survey is that the diffusion of ICT is highly uneven concentrating in urban areas and leaving some rural areas almost untouched. Access to these technologies is constrained by income as is usage, and as they

become more complex, they are increasingly constrained by literacy and education. This analysis explores the inequities of access and usage further, by viewing them through a gender lens. Of the limited demand-side data on Africa that exists, very little is disaggregated on gender lines. This study provides a descriptive statistical overview of access to ICTs by women and men and their usage of them. This is supported by focus groups that were undertaken in five of the 17 countries surveyed in East, Central, South and West Africa. The survey reveals some surprising instances where more women than men own mobile phones, such as in South Africa and Mozambique, or where women have greater knowledge of the Internet such as in Cameroon. More generally however, the study confirms the differences in access by men and women to ICTs especially where they depend on public access." (Executive summary)

ll as the limits of Diaspora media. The contributions on "Migration and the Media" give concrete practical insights into how to inform effectively on migration issues (Hulst), how to combine edutainment campaigns with social action (Salas) and how to advocate the rights of refugees (Missanga, Horngren). The inputs on "Media, Minorities and Diversity" elaborate the differences between Indonesian Diaspora and minority media (Koesoemawiria), policies to prevent discrimination and stereotyping by a public service broadcaster (Hassen) and the relevance of media monitoring in enforcing ethical journalism standards (Bird). On a conceptual level, lessons learnt on holistic donor strategies (Struthers) and the media approach of the Council of Europe's antidiscrimination campaign (Blion) are discussed. The need for close cooperation between mainstream and ethnic diversity media was not only stressed in the two latter papers, but turned out to be a major common concern of the conference participants. The "Potentials of Diaspora Media" are illustrated by two practical experiences and one research study. The work of the Democratic Voice of Burma (DVB) points out the effects of first hand visual TV images on international pressure on military regimes (Khin Maung Win), meanwhile the weekly newspaper The Zimbabwean uses a legal loophole to disseminate independent information within a closed society (Mbanga). A study on the Internet usage of migrants in Germany shows that a high percentage has become more involved and interested in political topics regarding their home and host countries (Kissau)." (Abstract)
"There is a general consensus that media are an essential element of democracy if they fulfil particular quality requirements in their reporting. emocratization is rare, and this is even more so in the case of African countries. First, this article seeks to assess the quality of radio in Liberia, which is the country’s most popular medium. Second, the article tests a specific methodology in order to measure the contribution of radio to democracy. It argues that radio stations in Liberia strongly differ in their quality, each with specific shortcomings. These findings are confirmed by interviews with civil society representatives and by audience research." (Abstract)
