that independent fact-checkers have shown to publish demonstrably false news and information, whether for profit or for ideological/political purposes. This constitutes a more clearly defined subset of a wider range of issues sometimes discussed using the broad, vague, and politicized term “fake news”. We examine France and Italy as two particularly important cases, as both are widely seen as facing serious issues with forprofit and ideologically/politically motivated online disinformation. Based on a starting sample of around 300 websites in each country that independent fact-checkers have identified as publishers of false news (which, on this basis, we refer to as “false news sites”), we focus on measuring these sites’ reach, attention, and number of interactions on Facebook. We provide context by comparing these figures with equivalent data for a small selection of the most widely-used French and Italian news brands. We find that: • None of the false news websites we considered had an average monthly reach of over 3.5% in 2017, with most reaching less than 1% of the online population in both France and Italy. By comparison, the most popular news websites in France (Le Figaro) and Italy (La Repubblica) had an average monthly reach of 22.3% and 50.9%, respectively; • The total time spent with false news websites each month is lower than the time spent with news websites. The most popular false news websites in France were viewed for around 10 million minutes per month, and for 7.5 million minutes in Italy. People spent an average of 178 million minutes per month with Le Monde, and 443 million minutes with La Repubblica—more than the combined time spent with all 20 false news sites in each sample; • Despite clear differences in terms of website access, the level of Facebook interaction (defined as the total number of comments, shares, and reactions) generated by a small number of false news outlets matched or exceeded that produced by the most popular news brands. In France, one false news outlet generated an average of over 11 million interactions per month—five times greater than more established news brands. However, in most cases, in both France and Italy, false news outlets do not generate as many interactions as established news brands." (Pages 1-2)

In all countries but Finland and the United Kingdom, significantly more people get news online from social media than from public service media. Our interviewees highlight three particularly important issues facing public service news provision online today, namely: 1. how to change organisations developed around analogue broadcasting media to effectively deliver public service news in an increasingly digital media environment; 2. how to use mobile platforms more effectively as smartphones become more and more central to how people access news; 3. how to use social media more effectively as more and more news use is driven by referrals and in some cases consumed off-site on platforms like Facebook." a digital media, they increasingly access news via mobile devices (especially smartphones), and rely on social media and other intermediaries in terms of how they access and find news. In this environment, a limited number of large technology companies enable billions of users across the world to navigate and use digital media in easy and attractive ways through services like search, social networking, video sharing, and messaging. As a consequence, these companies play a more and more important role in terms of (a) the distribution of news and (b) digital advertising. Legacy media like broadcasters and especially newspapers by contrast are becoming relatively less important as distributors of news even as they remain very important producers of news. They are also under growing pressure to develop new digital business models as their existing sources of revenue decline or stagnate. The general response from legacy media has been a combination of (a) investment in pursuing digital opportunities, (b) cost–cutting and (c) attempts at market consolidation in pursuit of market power and economies of scale. Because of the competition for attention and advertising, and the limited number of people who pay for online news, there are very few examples of legacy media that make a profit from their digital news operations—despite twenty years of often substantial investments and sometimes significant audience reach. It is not clear that the new environment is significantly more hospitable for digital-born news media organisations. While they often have a lower cost base and can be more nimble in adapting to change, they face similar competition for both attention and advertising and so far represent a small part of overall investment in journalism."
