As you will notice, this report adopts the UNESCO methodology of assessing media freedom, which isa broad understanding ofthe multi-dimensional nature of media freedom. We chose this methodology because it was more comprehensive than other available methodologies and most reports about medla freedom in Rwanda so far have focused primarily on the political aspects of medla freedom.
