"In 1978 UNESCO drew up the Declaration on Fundamental Principles Concerning the Contribution of the Mass Media to Strengthening Peace and International Understanding, to the Promotion of Human Rights and to Countering Racialism, Apartheid and Incitement to War. Here Nordenstreng analyzes the Declaration. His analysis is divided into three parts. The first focuses on the diplomatic process of formulation in the context of a "new international information order." The second reviews the international law applicable to the field of journalism and mass communication. The third covers the social ethics and philosophical foundation of mass communication. There are 27 appendixes. The first gives the text of the Declaration; Appendix 2 through 27 give the text of previous statements, reports, draft declarations, letters, etc. that led up to it."
