We found that most studies published during this period evinced a technological deterministic discourse regarding the process of social change, privileging modernization and neoliberal modes of development. In such contexts, participation has often been conceptualized in terms of invitations to ‘access’ (first-level of participation) and ‘empowerment’ (second-level of participation) at the local level. Despite increasing concern regarding global digital inequalities, research that approaches participation in terms of claims to ‘social justice’ (third-level of participation) associated with global forces has been limited. We found, however, that research emerging from the communication and media disciplines have shown skepticism regarding the dominant trends. The paper concludes with a discussion of future directions in ICT4D for scholars across disciplines." (Abstract)

io do nascimento de Freire, que seria comemorado em setembro do mesmo ano. O evento teve mais de seis mil inscrições para participação em seus sete diálogos – 2.113 inscrições individuais de 48 países, sendo as primeiras mil nas primeiras seis horas após a abertura das inscrições. Por causa de tantas campanhas de ódio contra Freire, essas demandas foram duplamente verificadas e, para garantir um lugar nos debates, as pessoas inscritas foram convidadas a preencher um formulário e, entre outras perguntas, responder o que buscavam nesse seminário. Muitas resumiram que, naquele momento, “Freire era mais necessário do que nunca”. Filtrando os números, 856 participantes individuais de 42 países se participaram dos sete diálogos, muitos em mais de um deles. A coletânea de textos organizada neste livro tem origem nesses sete debates. Doze palestrantes, de dez países, representando experiências de pesquisa e prática em Comunicação e Mudança Social, discutiram os cinco princípios do chamado ontológico de Freire: diálogo, amor, empatia, esperança e humildade.
A seção 1 deste livro contém as transcrições integrais dessas palestras – a maior parte delas são traduções diretas para o português, pois os palestrantes se dirigiram ao público em seus idiomas originais. A seção 2 é composta por outro grupo de transcrições dos diálogos. Nesse caso, os debates ao vivo entre palestrantes e público, que aconteceram após cada palestra, foram transcritos e organizados em tópicos agregados. Estes estão organizados em torno dos três principais temas que emergiram nos debates: Sociedade em Rede; Mudança social; e Educação. Estes temas, por sua vez, foram organizados internamente em subtópicos. Por fim, a Seção 3 é composta por uma coletânea de textos escritos por jovens acadêmicos e profissionais da comunicação que participaram do ciclo de debates em março de 2021. Eles escrevem desde suas perspectivas locais sobre como aquelas discussões inspiraram ou desafiaram seu trabalho e visões do futuro. No epílogo, oferecemos nossa perspectiva sobre o ano de comemorações pelo centenário de nascimento de Freire – essa reflexão está baseada em nossas participações em vários eventos e na observação de muitos outros. Entre um sentimento de nostalgia e a busca de inspiração para enfrentar os desafios presentes e futuros, observamos exercícios de memória e reinvenção. A partir de nosso envolvimento com essas comemorações, podemos afirmar que a razão que torna a leitura de Freire relevante hoje é que sua obra ainda é capaz de acender o fogo da busca e da luta pelo humano em todos os processos de comunicação." The media dominantly portrayed development assistance in terms of materialistic aid, uncritically justified as “doing good,” while attributing its de-legitimacy to the recipients’ inability and leaving the global North's dysfunctional aid system unquestioned. Such modernistic representation was further supported by the dominance of the Western voice in speaking about what development assistance is and why it matters. To promote better practices for “news about development,” the study suggests that journalism should pay critical attention to the political economy of development communication and adopt a postcolonial communication approach to decenter the hegemonic conventions of journalism grounded in Western experiences." Critical analyses raise additional challenges to the potential for media advocacy as an approach for social justice, facing concerns with representational practices. Recognizing these challenges, we propose a more comprehensive, yet reflective approach that we call ‘advocacy communication’ for social justice, not limited to the categorical understanding of different communication for social change strategies. By examining different cases of advocacy communication and relying on Sen’s freedom-centered approach, we demonstrate how advocacy must articulate the connections across freedoms “to” and freedoms “from” in ways that privilege agency in inclusion and representation." of development in these institutional digital spaces remains largely unexamined. By conceptualising Instagram as an emerging context for the ‘public face of development’, we conducted a content analysis of 300 Instagram posts by three major bilateral development agencies (USAID, DFID, and SIDA) in order to address critical questions concerning how they communicated about development agendas, subjects, and processes of development to the public. The study reveals that these representations of development in digital space largely adhere to feminised and infantilised visions of ‘ideal victimhood’ when projecting ‘what’ and ‘who’ should receive attention. These representations thus served to justify the Western-centred, neoliberal modes of development. Overall, these agencies’ communicative patterns regarding ‘how development can be achieved’ articulate perspectives on development to ‘look-good’ at home and ‘do-good’ abroad that make social change seem readily achievable."
