Furthermore, many pastors have started to record CDs with prayers and gospel sounds to broadcast, or hire professional media production companies to ensure a large media coverage of their appearances in various media. On the one hand, these strategies represent a particular form of media appropriation, an attempt to obtain a greater share in the changing public sphere, and are part of the growing competition between various religious media actors, especially with regard to their ambitions of moral guidance. On the other hand, these programmes could be seen as stages for creative individual religious actors, among them also laymen, offering moments of self-assertion and granting social prestige." In countries where political parties are illegal, the internet is the only infrastructure for democratic discourse. In others, digital technologies such as mobile phones and the internet have given key actors an information infrastructure that is independent of the state. And in countries with large Muslim communities, mobile phones and the internet are helping civil society build systems of political communication independent of the state and beyond easy manipulation by cultural or religious elites. This book looks at the role that communications technologies play in advancing democratic transitions in Muslim countries. As such, its central question is whether technology holds the potential to substantially enhance democracy. Certainly, no democratic transition has occurred solely because of the internet. But, as the book argues, no democratic transition can occur today without the internet. According to this book, the major (and perhaps only meaningful) forum for civic debate in most Muslim countries today is online. Activists both within diasporic communities and within authoritarian states—including Iran, Saudi Arabia, and Pakistan—are the drivers of this debate, which centers around issues such as the interpretation of Islamic texts, gender roles, and security issues. Drawing upon material from interviews with telecommunications policy makers and activists in Azerbaijan, Egypt, Tajikistan, and Tanzania and a comparative study of seventy-four countries with large Muslim populations, this book demonstrates that these forums have been the means to organize activist movements that have lead to successful democratic insurgencies." le donors to grapple with key challenges posed by the interaction between formal and informal institutions, the prevalence of the latter over the former in many instances, and underlying power relations and dynamics. Some examples of positive impact of CV&A interventions have emerged from the interventions analysed for this study. This is mostly at the level of positive citizen awareness, empowering certain marginalised groups, and encouraging state officials. However, within the sample analysed, such impact/effects have remained limited and isolated, and have so far proven difficult to scale up. A critical factor leading to the observed limited nature of results is related to the fact that donor expectations as to what such work can achieve are too high, and are based on misguided assumptions around the nature of voice and accountability, and the linkages between the two. There is a tension between the long-term processes of transforming state-society relations and donors’ needs/desires to produce quick results. Scaling up sustainability are also issues not currently sufficiently addressed within intervention design and implementation." (Executive summary, page v)
