asts, digital media, and social networks. The songs analysed were widely played in the past two decades (1998–2018), a period in which three different presidents led the country. Our focus is on the protest song, conceived as those musical products that are concerned with public affairs, particularly public policy and how it affects citizens’ social, political and economic life, and the relationship between citizens and the state. We found indicators of empowerment and accountability in the protest songs surveyed. In these songs, musicians expressed awareness of their political and economic positions in relation to political and administrative authorities. The songs refer to citizens’ duties such as paying taxes, preserving public infrastructures, and acknowledging the rights of fellow citizens. They also reference citizens’ rights such as access to health, education, transport, security, and participation in governance processes through elections. In these songs, musicians demand that government authorities be accountable to citizens, with specific reference to political participation, right to information, public consultation, and the provision of public services. The report also found that in the past two decades Mozambican civil society organisations have turned to popular musicians to promote and animate public debates on awareness of citizen’s rights and accountability." ) Coalition as part of its project on “Securing human rights online in Africa through a strong and active ‘African Declaration on Internet Rights and Freedoms’ network”. The AfDec Coalition is a pan-African initiative which promotes human rights standards and principles of openness in internet policy formulation and implementation on the continent, guided by the 13 principles established in the African Declaration on Internet Rights and Freedoms. At the time that the papers were commissioned, in June 2020, African states had either invoked existing policies or adopted new policies for prevention of spread, containment and treatment of the virus that had an impact on the enjoyment of digital rights. For example, most governments employed the use of contact tracing applications to track and trace citizens’ movements and put in place measures criminalising free speech when it contained false information about the pandemic. These two examples had the potential to be abused, particularly the latter, which was used to silence journalists and government critics. The pandemic also moved most citizens’ communication, education, work, trade and access to basic services from physical interactions to primilary online interactions. However, the continent is still largely made up of informal economies, has a low internet penetration rate of 28.2% (far below the global average of around 53%), and has seen an increase in reports of digital rights violations resulting from repressive cyberlaws, making the efforts to address the pandemic inadequate and inequitable. These articles offer reflective analyses on government efforts to curb the COVID-19 pandemic from the perspective of the AfDec principles, with a focus on a number of the principles including privacy and personal data protection, gender equality, freedom of expression, internet access and affordability, and the right to development and access to knowledge." to a free, open, diverse Mozambican media sector providing high quality information to citizens that promotes debate, accountability and development. Within the context of media strengthening, MSP focused on five thematic subject areas with some minor additions and modifications: (a) health and nutrition (HN), (b) gender, (c) human trafficking, (d) environment (umbrella term for biodiversity/wildlife trafficking/conservation/climate change) and (e) accountability and transparency, as well as on investigative journalism as a cross-cutting theme. While all themes were addressed at different times and in different contexts, in 2017, HN became a predominant theme. This integrated approach involved subject-specific HN communications training. What distinguished MSP from a pure HN project was the continued focus on building expertise in reporting on substantive subject matters, as well as a media capacity building focus. By combining (a) the development of strong community-based communication and media skills in the program beneficiaries with (b) the knowledge and use of simple, but effective HN messages, the program greatly increased its effectiveness, as it enabled and empowered program beneficiaries to continue to develop their own communication solutions (e.g., how to design a particular radio program) based on the messages and knowledge beneficiaries gained. While the successes of this program abound, there is much still to accomplish in supporting the media and communications actors and enacting a reorientation towards a true selfreliance of the sector led by local organizations through local strategy, local decision making and harnessing local revenue streams." am of professional media evaluators trained machine learning software to find examples of news articles that contain opinions from a body of over 1,200 online Mozambican news articles. The software identified articles that contained opinions with 95% accuracy. This accuracy was achieved after only 16 rounds of training the software, and anecdotes from the team suggest that the software’s accuracy noticeably improved after only about 20 minutes of “training”. The results have promising implications to improve efficiency, scale, and consistency of traditionally manual and time-consuming media monitoring efforts, such as helping projects target resources more effectively to support journalists whose articles are flagged by the software. The process also surfaced valuable lessons about limitations of applying machine learning to monitoring, evaluation, and learning (MEL) in global development contexts, such as reinforcing human bias or the need to invest in indigenous machine learning talent to apply these tools sustainably. The experiment was implemented in Mozambique, where IREX’s Media Strengthening Program (MSP, funded by the United States Agency for International Development) supports Mozambican professional and community journalists and their media platforms to provide high quality information to citizens."
