Nigeria, the researcher noted that cartoonists in particular had “gone to sleep on HIV/AIDS”. When they appeared in Asian media, HIV stories were generally given a moderate to high prominence, although researchers in all three Asian countries felt this was related to World AIDS Day (which occurred during the monitoring period in Asia). Researchers in African countries found that prominence varied and that many stories were event-based and buried. All researchers reported that, overall, the number of HIV/AIDS stories in print and broadcast media was low compared to other stories during the two monitoring periods. In Zambia and Nigeria especially, television coverage was extremely low, a particular problem given the low literacy rates in these countries. In Zambia, the research found that HIV/AIDS stories accounted for only 20.5 minutes of the 700 news minutes (just under 3%) broadcast on television and radio combined over the two week monitoring period. Similarly, in Cambodia, even including World AIDS Day, stories that mentioned or featured HIV/AIDS accounted for less than 3% of all the total news stories of the outlets monitored." RM, particularly in Asia and Africa. There are many approaches and practices in development communication, and most of them have been implemented in the field of environment and natural resource management. But, even when considering participatory approaches in NRM, communication is often limited to information dissemination activities that mainly use printed materials, radio programmes and educational videos to send messages, explain technologies or illustrate activities. These approaches, with their strengths and weaknesses, have been well documented.
Participatory development communication takes another perspective. This form of communication facilitates participation in a development initiative identified and selected by a community, with or without the external assistance of other stakeholders. The terminology has been used in the past by a number of scholars to stress the participatory approach of communication in contrast with its more traditional diffusion approach. Others refer to similar approaches as participatory communication for development, participatory communication or communication for social change.
In this publication, participatory development communication is considered to be a planned activity that is based on participatory processes and on media and interpersonal communication. This communication facilitates dialogue among different stakeholders around a common development problem or goal. The objective is to develop and implement a set of activities that contribute to a solution to the problem or the realization of a goal, and which support and accompany this initiative. This kind of communication requires moving from a focus on information and persuasion to facilitating exchanges between different stakeholders to address a common problem, to develop a concrete initiative for experimenting with possible solutions, and to identify the partnerships, knowledge and materials needed to support these solutions." A shortcoming of these papers is that they are based on theory and research traditions outside media studies. As a result, they do not take into consideration processes of media production or audience reception when making their propositions for change. This study proposes that, by using methods of research from media studies, it may be possible to address these gaps in knowledge, and therefore strengthen these propositions. It combines peacebuilding and media theory in an effort to identify the normative assumptions of the lessons learned papers, and therefore develop an appropriate strategy for evaluating media performance, and for determining if the propositions in the lessons learned papers have the potential to be successfully implemented. The use of such a strategy was explored in pilot research conducted in Phnom Penh July 2004. It combined content analysis and interviews (with radio station directors, as well as representatives from political parties, non-government organizations [NGOs], and members of the international community.) This study concludes that, while some refinements are required in the design of the proposed research strategy, its use may allow future researchers to gain new insights – insights which compliment the lessons learned papers, and which could be valuable in implementing their propositions for change." I believe that indigenous peoples can contribute significantly both to our own education systems and to the renewal of education systems of other peoples. We need to: establish effective arrangements for the participation of indigenous parents and community members in decisions regarding the planning, delivery and evaluation of education services for their children, young people and other community members; increase the number of indigenous people employed as education administrators, teachers, coaches, curriculum advisers, teachers assistants, home-school liaison officers and other education workers, including community people engaged in teaching indigenous culture, history and contemporary society, and indigenous languages; provide education and training services to develop the skills of indigenous people to participate in educational decision-making; develop arrangements for the provisions of independent advice from indigenous communities regarding educational decisions at all levels; and to achieve the participation of indigenous children, young people and adults in education for a period similar to that for other students."
