"Based on CommGAP’s interactions with the global anticorruption community as well as earlier research, we were able to collate 18 representative instances (case studies) from around the world, with real-life examples of citizens coming together to speak up against corruption and social norms vis-

-vis corruption or to change public services affected by corrupt practices. This report is a “one-step-up” analysis of the collated case studies, which is intended to shed light on practical approaches, tools, and techniques that have been successful in bringing citizens together to stand against the daunting phenomenon of corruption." "Since the beginning of the 1970s, the Konrad-Adenauer-Stiftung has taken a holistic approach to its support of the media in its international and European cooperation efforts. ica then became a range of activities within the regional media programme for Latin America at the beginning of the 1990s. The transnational approach was so successful from the start that the foundation started another media programme in Asia in 1996. The programmes in sub-Saharan Africa and in Southeast Europe followed in 2002 and 2007. Free and independent media are central to any democratic system. Promoting them is the Konrad-Adenauer-Stiftung’s mission and responsibility. We hope to contribute to ensuring that the media perform their role in the development and stabilisation of democracy worldwide, and live up to their political responsibility." (Foreword, page 3)

"Is it conceivable that there may be an autonomous evolution of digital publications in developing countries, entirely independent of the richest nations? What support policies could be implemented to promote the growth of this new industry and accompany traditional actors in the process of adapting

to the changes involved? The digital experiences undertaken in the South suggest that new technologies represent a great opportunity for developing countries - particularly in terms of diffusion -, but on the condition that local entrepreneurs seek out original models adapted to the concrete needs of their communities."

"This article reviews the authoritarian regimes, and the subsequent transitions to democracy, that existed in Latin America in the last third of the 20th Century. It is argued that, unlike in other cases, the political science account of such changes, usually self-described as “transitology”, do

es indeed fit the evidence fairly well. On the other hand, such an account demonstrably fails to illuminate very important features of the experience, notably the relative lack of change in the ownership, structure and practices of the mass media, which is very strongly marked in television. The same large companies that collaborated with, and benefited from, the authoritarian regimes, are still in a dominant position. At the same time, many of the extreme social inequalities that characterise the continent have either hardly been addressed or have actually been exacerbated. It is therefore concluded that these examples are equally well or better explained by a theory that stresses the degree of social continuity between the different political orders." (Abstract)

GISWatch also includes thematic reports and an introduction from Frank La Rue, Un special rapporteur." (Back cover)
