Lobbying parliament and the government to adopt pro-civic space laws can only be part of a solution. Actions to defend civic space must also target the political will and means to uphold the law.
Target state and non-state actors: Campaigns to promote and protect civic space should target both state and non-state actors.
Analyze the international level: The analysis of civic space infringements should go beyond the national level. Changes to civic space are also the result of international developments, like the war on terror following 9/11, the international war on drugs, the globalization of (the fight against) crime and money laundering, the growth of foreign direct investment (e.g. in land). That international level can be operationalized.
Use innovative strategies: Some organizations mention new, innovative ways of reconquering civic space, involving new target groups. There are inspiring examples of CSOs engaging the creative sector and the arts as a way to achieve societal change. Involve art and pop culture. Seek cross-fertilization between CSOs and (new) media.
Collect best practices: To facilitate shared learning an inventory of strategies and practical methods (best practices) used by civic actors to deal with shrinking civic space would be useful. l as their coping techniques. In doing so, in-depth interviews with 10 Indonesian female journalists were conducted. Results show that the majority of respondents have encountered some type of sexual harassment, ranging from unwelcome sexual advances, sexual jokes, offensive flirtations, or actual sexual assaults. Based on the in-depth interviews, there were six main coping techniques used by the respondents: 1. Denial; 2. Ignoring the harassment; 3. Relying on the protection of male coworkers; 4. Appearing more masculine; 5. Being friendly and approachable to others; and, 6. Confronting and reporting. Data is analyzed using a feminist perspective, specifically the sociocultural theory. Though the participants in this study have learned to cope with such treatment, the overall persistence of sexual harassment may lead to such negative implications as further decrease of the number of female journalists, lack of diversity in the media, and the inability for journalists to be watchdogs." and foregrounding the testimony of survivors and victims, the intimate horror of the autogenocide enables post-Khmer Rouge Cambodian documentarians to propose a direct confrontation between the first-generation survivor and the perpetrator of genocide. These films break with Western tradition and disrupt the political view that reconciliation is the only legitimate response to atrocities of the past. Rather, transcending the perpetrator's typical denial or partial confession, this extraordinary form of "duel" documentary creates confrontational tension and opens up the possibility of a transformation in power relations, allowing viewers to access feelings of moral resentment. Raya Morag examines works by Rithy Panh, Rob Lemkin and Thet Sambath, and Lida Chan and Guillaume Suon, among others, to uncover the ways in which filmmakers endeavor to allow the survivors' moral status and courage to guide viewers to a new, more complete understanding of the processes of coming to terms with the past. These documentaries show how moral resentment becomes a way to experience, symbolize, judge, and finally incorporate evil into a system of ethics. Morag's analysis reveals how perpetrator cinema provides new epistemic tools and propels the recent social-cultural-psychological shift from the era of the witness to the era of the perpetrator." We delineate the circumstances of internally oriented information compensation using the case of China. We conduct trend and text analysis on the data of millions of individual-level actions of Chinese Internet search engines and social media users during a large anticorruption campaign that conspicuously claimed to crack down on influential corrupt leaders without naming who exactly. We show that some Chinese netizens were able to identify the unnamed high-ranking officials targeted by the campaign based on negative official reports about their family members. Some of the netizens even correctly predicted the downfall of the officials months before the government’s announcements. As the existing literature is increasingly concerned about the threat of digital authoritarianism on throttling the free flow of information, our findings indicate that some authoritarian citizens, instead of passively accepting the government’s information control, acquired their own arts of information self-salvation. This, though not directly challenging the government, constitutes an everyday politics under digital authoritarianism." (Abstract)

As Chinese companies, Tencent and ByteDance are not only required to participate in intelligence work, but they’re also legally mandated to promote CCP propaganda. China’s censorship and propaganda apparatus is a responsibility that’s pushed down to media and technology companies such as Tencent and ByteDance. As Chinese companies, they’re obligated to comply with strict government regulations on what content is allowed to be published on their platforms, and they both invest heavily in automated systems for content filtering and human curation. The demands of the PRC’s surveillance and propaganda apparatus on these technology companies are such that, at least in the case of WeChat, they’re even prepared to surveil the foreign users of their apps in order to better train the censorship algorithms used on Chinese citizens within the PRC."
