Focusing on the streaming of US/UK TV series, this paper examines online streaming services’ distribution activities in order to understand both streaming websites’ business practices surrounding transnational TV and the features they employ to cater to online audiences for these series. To grasp how the online distribution of English language TV series operates in China, I begin by looking at China’s five major video streaming services, analyzing the design of their interfaces, scheduling of programs, and accessibility for different tiers of users. I then examine how streaming services use social media as a major tool to promote their US and UK TV series. Through this analysis, I argue that transnational TV flow has had to be localized to achieve distribution and marketing goals in a Chinese context, resulting in the uniqueness of these streaming practices. This article concludes that, with the development of online streaming technologies, distinctive modes of au dience consumption in China have informed the localization of this specific transnational TV content." The evidence reveals that radio has transitioned through three key milestones in how the technology has been appropriated and applied to national development efforts: from transplantation, through transmission, to transaction. Each of these phases coincides, incidentally, with paradigm shifts in development communication theorizing: from modernization through diffusion to participation. They also coincide, broadly, with three distinctive epochs of ideological shifts in the historical accounting on radio for development in Ghana: from British imperial hegemony, through post-independence command-and-control, to contemporary liberal pluralism." This is exacerbated by the ongoing disruption of the public discourse through the digitisation of communication platforms. For example, the availability of medical knowledge on the internet and the immense opportunities to inform oneself about health risks via social media are undermined by the manipulable nature of this technology that does not allow its users to distinguish between credible content and misinformation. In countries around the world, scientists, policy-makers and the public have high hopes for science communication: that it may elevate its populations educationally, that it may raise the level of sound decision-making for people in their daily lives, and that it may contribute to innovation and economic well-being. This collection of current reflections gives an insight into the issues that have to be addressed by research to reach these noble goals, for South Africa and by South Africans in particular."

To this end, the paper investigates specifically how such filmmaking efforts may—or may not—redirect the phenomenological vehicle of imagination away from narrow nationalist imaginaries towards a broader humanist identification and emotional (and normative) investment in the stranger or “the other” per se. The focus is on two works in particular, Another News Story (Orban Wallace, 2017) and Before Summer Ends (Avant la fin de l’été, Maryam Goormaghtigh, 2017), identifying how the filmmakers’ broadly pluralistic techniques help avoid the potentially dehumanising pitfalls of more didactic approaches, but also generate their own potential limitations. While the slackening of the subject’s categorical—and the plot’s narrative—shape may be liberating, it also risks a phenomenological disconnection on the part of the potentially interested spectator. The cognitive effects—including impediments to memory and recall—may thus weaken the work’s potential as a vehicle of cultural awareness and social identification." (Abstract)

Some fifteen years ago, Uruguayan theorist and game developer Gonzalo Frasca spoke of the possibility of creating “video games of the oppressed,” using the medium as a tool for education, socio-political awareness and consciousness-raising. In short, Frasca advocated for the appropriation of the means of game production by actors in the global south, and the repurposing of these technologies in ways that would benefit the region’s inhabitants. A decade and a half later, we can see that many gamers and game developers from across the global south have taken up this challenge, contributing to game cultures and creating games that respond to the obstacles and affordances of their particular geographical, socioeconomic, political and cultural contexts. Video Games and the Global South brings together perspectives from a range of disciplines, critical methodologies and theoretical approaches. Together, the 20 contributing essays advance the critical methodology for analyzing the relationship between games and culture, as well as historically contextualized insight into the cultural impact of video games and the development of games and game cultures across Africa, the Middle East, Central and South America, the Indian subcontinent, Oceania and Asia."
