This special issue analyses the impact of telenovelas’ circulation in Africa by focusing on the ‘uses’ African audiences and media producers make of them. Why do telenovelas travel so well around sub-Saharan Africa? How do African audiences make sense of them? And what impact do these media products have on local media entrepreneurs and on the aesthetics and narrative aspects of the contents they produce? In this introduction we provide some background and data about the history and the political economy of telenovelas’ circulation in Africa, and answer the questions raised above by connecting the finding of the essays included in the special issue to ongoing debates on the global circulation of melodrama, on the transformation of African screen media, and on the performative dimension of African audiences’ engagement with foreign media forms." Whilst many studies of nationalism have highlighted the importance of anti-colonial newspapers, this volume is unique - in its intensive focus on a single African-language newspaper, in providing translations of entire issues, and in following the story of decolonisation into the era of new nationhood. The manner in which Komedja recounted and explained political events challenges existing scholarly accounts of the rise and fall of Togo's first independent government, and of ethnic nationalisms and local loyalties within new nation-states. In re-reading the history of the Ghana-Togo borderlands through the pages of Ablode, this volume demonstrates that intensive inter-disciplinary engagement with specific African-language texts is indispensable to the meaningful study of Africa and Africans in global history." and institutional infrastructures of film has a longer history in studies of African screen media and is, perhaps, one of its most innovative aspects. Second, I expand analyses beyond the dichotomy between traditional African cinema and popular film to take in colonial and postcolonial educational cinemas, the historical and continuing presence of foreign films (U.S., Indian, French, Chinese), and emergent art-world, gallery cinemas. These have all generated rich scholarly debate but are often segregated from each other. I argue we can fruitfully analyse them as part of a single cinematic ecology. Third, I turn from a general discussion of infrastructures of distribution and exhibition to a more narrow focus on “new Nollywood” cinema in Nigeria. I re-examine recent debates about the political effects of these new infrastructures of production and exhibition and their supposed complicity with contemporary neo-liberalism." (Abstract)

Using textual and policy analyses, in-depth interviews, and both digital ethnography and multi-sited ethnographic research in Brussels, Addis Ababa, and Nairobi, I analyze three case studies of projects funded by ACPCultures+ – a screenwriting course in Kenya, a pan-African video-on-demand platform, and the first Ethiopian film to screen at Cannes film festival – while tracing the circulation of the program’s aims and policies from its headquarters in Brussels to audiovisual professionals in Africa and the Caribbean. These cases show how, as ACPCultures+ grapples with media diversity in an era of globalization, it builds on postwar histories of both international development and EU cultural and audiovisual policies in ways that simultaneously enable and constrain media industries in the Global South. Ultimately, this research demonstrates how audiovisual assistance programs are an underexamined piece of the global media landscape in which Northern policies and Southern practices together can reframe debates about media and cultural hegemony and suggest new ways of conceptualizing the geographies of audiovisual industries and policy."
