The guidelines are intended to provide information and recommendations on policy, regulation, technologies, network planning, customer awareness and business planning for the smooth transition to Digital Terrestrial Television Broadcasting (DTTB) and introduction of Mobile Television Broadcasting (M

TV). They will help develop a well defined roadmap for transition covering national goals, strategies and key activities, helping to reach consensus on requirements and solutions, providing a mechanism to help forecast the key miles stones and a framework to help plan and coordinate the steps for the transition. The Guidelines have been prepared for Africa, taking into account the provisions of the GE06 Agreement. However they could also be applied in countries outside the GE06 planning area, but provisions of other applicable regulations, instead of GE06, should be taken into account in that case.

"Radio stations have performed ‘Outside (away from the studio) Broadcasts' for decades using various telecommunications and antenna technology. Many of these resources are expensive, require a high level of technical expertise, and access to special telecommunications services. New mobile broadcas

ting systems take a different approach. They harness Australia‘s wireless Internet and 3G mobile telecommunications networks to transmit an Outside Broadcast (OB) to your station through the Internet. This guide shows you how to create a broadcast connection with commonly used mobile phone and Internet plans. If you don‘t think you have the equipment for this think again! Many mobile phones have the capacity to act as modems these days, and a staff member or volunteer may be carrying one of these devices in their pocket!" (Page 4)

"[This book] gives you ideas for building an emergency radio network (ERN) for your community. An ERN uses small Family Radio Service (FRS) radios or combined FRS/General Mobile Radio Service (GMRS) radios for members of the community. The community relay station can be (1) a basic or "fancy" ham st

ation, (2) a GMRS station, (3) a basic amplitude modulation (AM) or "fancy" single sideband (SSB) Citizens Band (CB) station, or (4) a ham station using near vertical incidence skywave (NVIS). 'Community Eergency Radio Networks' makes planning your community ERN easy. It has easy-to-use tables (known as coverage planning tables) for your suburban or rural community depending on wether you're located on a smooth plain, in a hilly area, or in a mountainous area. The book also has guidelines to help you set up an effective ERN in a city." (Back cover)

"According to the foreword, 'this manual is designed to accompany you in the demystification of each piece of equipment usually found in community radio stations'. This is exactly what the guide does. The first section provides an overview of all relevant technical questions to non-technicians, incl

uding the functioning of radio waves, the setting up of a studio space, studio equipment, field recording equipment, transmission equipment, telecommunications and maintenance. The second section offers insights into the technical details of any kind of equipment by explaining the technical terms and concepts in an easy-to-understand language. Originally conceived for the specific context of India, this publication nevertheless serves as a helpful primer for local radio stations elsewhere." (CAMECO Update 2-2008)

"This book is a real novelty: it is not – like many other publications – about radio production or radio management, but about the requirements for building of a radio station. The author has been involved in establishing many radio stations, both big and small ones, for 16 years, and he summari

ses his knowledge in quite a clear and didactical fashion. He explains the pros and cons of different types of building and location and provides guidelines for calculating the space required for both technical and office areas. Then he gets more technical, discussing acoustic problems and providing practical methods of providing studio isolation. Detailed sections on electrical supplies and technical studio installations follow, and there is useful advice on studio layout as well as on the “central technical area”, i.e. the engine room of any modern radio station. Although aimed at engineers, this book is very accessible for non-technicians too and therefore helpful for anyone involved in the commissioning or building of radio studios." (CAMECO Update 1-2010)

"This tutorial is intended to help non-engineers who want to learn something about the technicalities of radio and television. It should also be useful for engineers in training, or those in technical occupations who want an overview of areas outside their area of expertise. We explain the jargon of

broadcasting and describe the underlying principles, standards, and equipment for broadcast facilities, in terms a layperson can understand. The third edition has been completely revised to reflect the increasing use of digital techniques in all aspects of television and radio broadcasting. It has been reorganized and some obsolete material removed, while also updating the basic information on traditional analog technologies. New chapters have been added to provide an overview of first principles and current standards in the broadcast industry. We concentrate on over-the-air broadcasting from U.S. radio and television stations, but also mention some of the other methods of program delivery to the home and outline some of the different standards and technologies used in other countries." The technical equipment of the "Regional Radio Station" (two kilowatts, range up to 100 kilometers with a favorable location and a high transmission tower), on the other hand, already costs US-$ 100,000."
