"This study draws together two bodies of work concerned with media pluralism, effectiveness, development and strengthening in the developing world. One is drawn from UNESCO’s global work on media assessment and impact indicators, the other from AusAID’s Pacific Media and Communications Facility (PMCF) Situational Analysis and Needs Assessment (SANA) of the Pacific media sector. Both highlight the role that the media sector can play in processes of development and change, in supporting more effective forms of government and realising human rights. To some extent, the vitality of the media sector itself is regarded as a proxy indicator for the presence of better governance." (Introduction)
"The purpose of this study is to examine the SANA data in the context of UNESCO’s MDIs. In turn this will highlight: (i) the extent to which the MDIs are supported by SANA data; (ii) gaps in the SANA analysis; (iii) gaps in the MDIs. Further, this analysis will: (i) result in more accessible country-by-country summaries; (ii) provide an accessible baseline assessment for each Pacific country included in the SANA study;2 and (iii) provide a future agenda of research and evaluation work that can be associated with the current PACMAS program. "The UNESCO MDI – PMCF SANA comparison is revealing of: (i) gaps in the analysis of the Pacific media sector within the SANA data; (ii) a number of simple indicators that have been omitted from the MDIs, especially around the basic capacities of the sector; and (iii) the MDIs dominant focus on the media sector.
