matic and advocacy efforts, maintaining high-level political attention on media freedom. Direct interventions, legal guidance, and engagement with embassy networks have contributed to journalist protection efforts at the local level. Furthermore, the MFC has strengthened multi-stakeholder coordination, bringing together governments, civil society, and legal experts.
However, the evaluation also identified several areas for improvement. While the MFC provides a platform for dialogue and cooperation, its engagement with members on domestic media freedom policies is voluntary and lacks a structured approach for supporting and tracking commitments. Joint advocacy statements have a greater impact locally than internationally and are often perceived as lacking boldness and clear outcomes. While the MFC has addressed high-profile cases, its focus has sometimes overshadowed broader, systemic media freedom challenges. Engagement with Rights-Holders and organisations working on the ground has been limited, impacting the relevance and sustainability of its strategies.
Coordination and collaboration within the MFC are foundational, particularly through diplomatic networks and the development of emergency visa schemes. However, decision-making is often reactive, affecting stakeholder trust. The MFC’s membership is perceived as predominantly Northern-led, and there is potential to leverage its diverse membership more effectively.
Knowledge management and information-sharing need strengthening to ensure a deeper understanding of media freedom issues among Member States. The high-level legal expertise of the HLP is underutilised. Clarity around decision-making processes among Member States varies, influencing trust-based collaboration. While engagement at the local level through embassies is effective, it requires more structured guidance and support. Coordination between Member States, the CN, and the HLP remains limited in some areas.
In terms of sustainability, the current governance model, particularly the annual rotation of Executive Group co-chairs, can present challenges for knowledge retention and continuity. Funding modalities are complex, leading to perceptions of uneven distribution and impacting trust and coordination. While the MFC has developed working relationships with similar coalitions, more formalised collaboration could maximise resource efficiency. The limited engagement with Rights-Holders influences the visibility and perceived effectiveness of the MFC’s work." (Key findings and conclusions, pages 2-3)

experiencing internet-enabled devices for the first time. Low literacy, lack of affordability, low dominance of some telecom providers, and poor quality of service are cited as some of the major challenges. As a result of these systemic affordability, connectivity, and skills barriers, the majority of beneficiaries had never used the internet prior to the project. At the time of the study, a third of the participants interviewed now use the internet daily, 20% use it weekly, and 10% use it on a monthly basis. However, 22% indicated that they have never used the internet due to various barriers discussed in the report. Devices distributed through the program are predominantly used by children and household members for education, income generation, saving time for business, discovering new business opportunities (e.g., using Google Maps to carry out business in distant towns), entertainment, information access, and communicating with family. Two-thirds or 65% of participants reported increased income due to the use of the device for business activity, which was made possible by participating in the program and owning a household device. applied a randomised encouragement design to motivate our subjects to watch the series, addressing their self-selection issues concerning viewership. We randomly assigned a sample of 1,162 households into three arms: (T1) received weekly SMS reminders, (T2) received weekly SMSs and telephone calls, and (C) pure control. We followed up with 1,096 households, collected information on viewership and self-reported attitudes, and conducted a dictator game experiment to understand their revealed attitudes towards child marriage. We found considerable variations in viewership across the arms, suggesting associations with reminder intensity. Compared to the average control group viewership of about 0.15 episodes (SD = 0.82), T2 generated a difference of about 1.50–1.93 episodes (P < 0.01), depending on the respondent types. Following an instrumental variable approach, we found that exposure was not associated with both stated and revealed attitudes towards preventing child marriage. However, we found behavioural experiment was less prone to social desirability bias in assessing sensitive topics such as child marriage." (Publisher description)

Cependant, le dépassement des cibles pour la plupart des activités et indicateurs montrent que le contexte du Pays a conduit le projet à une certaine prudence dans sa planification. Ce qui soulève également la question d’efficience du projet (même si ce critère n’a pas été abordé dans la présente évaluation), notamment en ce qui concerne l’utilisation optimale des ressources (humaines, matérielles et financières) qui pourraient être mieux planifiées pour d’autres activités afin d’obtenir des effets sur une échelle plus large. Le projet a réussi également à mobiliser les acteurs autour de la lutte contre la désinformation, en mettant l’accent sur l’implication des femmes et des jeunes. En matière de collaboration, le projet a renforcé les capacités des acteurs (ambassadeurs de paix, professionnels des médias) afin de mener des activités ensemble pour la prévention et la lutte contre la désinformation et les discours de haine. Les interventions du projet ont également impulsé un changement progressif des attitudes et des perceptions des populations et des acteurs traitant ou consommant l’information. Cela se manifeste par l’adoption d’attitudes positives face aux fausses informations et aux rumeurs, par des membres des communautés. Bien que des mécanismes soient en place pour maintenir ces acquis, à travers des comités de suivi/veille créés dans plusieurs localités, il conviendrait de renforcer ces mécanismes pour la durabilité des acquis par l’appui à l’élaboration des plans de désengagement permettant une meilleure responsabilisation des acteurs locaux." It has been supported to develop its journalistic capacity, expand its audience and progress towards financial sustainability by Internews’ project Supporting Independent Media in the Baltics Action (SIMBA), which was funded by the US Department of Human Rights and Labor between 2019 and 2022. In August 2021, Internews commissioned the Market Research Center to conduct a detailed research study into Chayka.lv’s impact on the media landscape of Daugavpils. The 2023 Synthesis also identifies areas of improvement particularly with respect to quality and use of monitoring data, continued attention to Global Priority Gender Equality, focus on priority groups and inclusion and improving internal coherence. The Management Response to these issues can be found in Appendix 4 of this report and demonstrates UNESCO’s commitment to accountability and learning. The Synthesis also assessed the quality of evaluations, and the findings show improvement in this regard particularly with respect to decentralized evaluation reports. Targeted capacity building and ongoing backstopping support including webinars and on-site capacity building in field offices continue to make an important contribution to lifting the quality of evaluation practice. Child domestic work is common in Addis Ababa as it serves as an entry point into the labour market for girls migrating from rural to urban areas in Ethiopia (Erulkar et al., 2017). Indeed, a recent study estimated the prevalence of domestic work among girls aged 12–17 in Addis Ababa to be 37% (Erulkar et al., 2022). Though domestic work is not necessarily a harmful form of child labour, CDWs in Ethiopia often face mistreatment and abuse from their employers (Population Council and Freedom Fund, 2021). This mistreatment is linked to broader social norms which place CDWs as inferior and less worthy than other members of the household. In an effort to change norms and behaviours towards the treatment of CDWs, the Freedom Fund implemented a norms and behavioural change campaign (NBCC) in 2022. The NBCC targeted employers of CDWs in Addis Ababa. It was funded through the Program to End Modern Slavery, an initiative of the United States Department of State’s Office to Monitor and Combat Trafficking in Persons and was part of the Freedom Fund’s broader ‘Reducing the Prevalence of Child Domestic Servitude in Ethiopia’ programme. Based on the findings of formative research, the main objectives of the NBCC were to shift norms and behaviours relating to CDWs’ working conditions and access to education. [...] The NBCC reached 57% of employers interviewed during the baseline. Television was by far the main medium through which respondents were exposed to the campaign (95%) followed by online media (13%), physical posters (13%), and community discussions (6%). Using data on recall of campaign materials and participation in campaign activities, respondents were classified into three categories based on level of exposure: no exposure (43%), low exposure (17%), and high exposure (40%). The NBCC’s reach appears to have been uneven as younger respondents, women, and those with more education tended to have a higher level of exposure. Survey findings emphasised the differences in working conditions and access to school between CDWs who are related to their employer and those who are not. Whereas some CDWs are recruited as domestic workers, others are relatives of their employer (for example, a niece) and have been sent by their family to live in Addis Ababa. Those in the first category tend to work longer hours, as reported by their employer (35 per week compared to 24 for those related to their employer) and are less likely to be enrolled in school (25% compared to 75%)."
